The Union Government’s approval of Rs 85 crore under the Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA) for nine higher education institutions in Jammu & Kashmir marks a pivotal moment for the region’s academic landscape. This funding decision underscores the Centre’s commitment to fostering excellence, inclusivity, and innovation in education, aligning with the principles of the National Education Policy 2020. Among the significant beneficiaries is Baba Ghulam Shah Badshah University in Rajouri, which gets Rs 20 crore to bolster its infrastructure. Additionally, the establishment of five new girls’ hostels in Bandipora, Baramulla, Kulgam, Ramban, and Udhampur with Rs 10 crore each represents a transformative effort to promote gender equity. Further, the development and upgradation of three Government Degree Colleges in Bandipora, Sogam Kupwara, and Nowshera will receive Rs 5 crore each, addressing long-standing infrastructural gaps.
The PM-USHA scheme is a visionary initiative designed to bridge critical gaps in the higher education sector. With its focus on infrastructure enhancement, curriculum reform, accreditation, and employability, it is a key driver for creating a dynamic and equitable higher education ecosystem. The allocation of funds to J&K is a testament to the Government’s intent to empower under-represented groups and ensure equitable access to quality education. This latest round of approvals builds upon earlier funding, bringing the total sanctioned amount for the region to Rs 155 crore. The construction of girls’ hostels will remove barriers for female students, enabling more equitable participation in higher education. The integration of NEP 2020’s holistic vision with PM-USHA’s objectives ensures that the educational reforms in J&K are aligned with global standards. It reflects the Government’s unwavering commitment to building a robust and inclusive education framework that not only addresses immediate needs but also lays the foundation for long-term progress. Looking ahead, the sustained focus on developing infrastructure and fostering inclusivity will strengthen the region’s academic institutions. Upgrading educational infrastructure is of much importance. However, the onus is now on local stakeholders-educators, administrators, and policymakers-to implement these projects effectively, ensuring that the allocated funds translate into tangible improvements.27
