JAMMU, Feb 3: Union Home Minister Amit Shah will review security and development scenario in Jammu and Kashmir at a high-level meeting in North Block tomorrow which among others will be attended by Lieutenant Governor Manoj Sinha, top brass of civil, police and Intelligence from the UT, senior officers of MHA and heads of paramilitary forces.
Officials told the Excelsior that besides security and development scenario, various other issues of Jammu and Kashmir like finalization of powers of the Chief Minister, his Cabinet colleagues and the administration through the Business Rules could come up for discussion. The UT Government has already set up a Cabinet Sub Committee (CSC) for the Business Rules which required the Lieutenant Governor’s approval.

The Lieutenant Governor, Chief Secretary Atal Dulloo, Home Secretary Chandraker Bharti, DGP Nalin Prabhat, Additional DG CID Nitish Kumar, IGP Jammu Zone Bhim Sen Tuti and IGP Kashmir VK Birdi will attend the meeting from Jammu and Kashmir. National Security Advisor (NSA) Ajit Doval, Home Secretary Govind Mohan, senior Army officers, heads of paramilitary forces and Intelligence agencies are also expected to join.
“Very less snowfall this winter so far could lead to early opening of infiltration routes in the higher reaches,’’ the sources pointed out and said the meeting could discuss the strategy to ensure zero infiltration from the borders, both Line of Control (LoC) and International Border (IB).
They said anti-terror operations in the Jammu region could come up for a major review at the Home Minister’s meeting as there have been reports that few groups of Pakistani terrorists could still be active in upper reaches of Doda, Kishtwar, Kathua, Udhampur, Reasi, Rajouri and Poonch districts.
“The Government wants to ensure that these terrorists are eliminated well before they could strike again as they did last year by targeting security forces, pilgrims and Village Defence Guards (VDGs). Number of these terrorists, most of whom are believed to be Pakistanis, is however anybody’s guess,’’ the sources said.
Besides terror, development works in the UT especially the Centrally Sponsored Schemes are also expected to come up for review.
Shah is expected to discuss the status of the zero-tolerance policy against terrorism and the ongoing operations against terrorists, they said.
During the last review meeting on December 19, 2024, Shah directed all security agencies to continue working in a coordinated manner to eliminate terrorism in Jammu and Kashmir.
The Government has maintained that there is a significant decline in terrorist incidents, infiltration and recruitment of youth in terrorist organisations.
The security forces last week launched a massive operation in Jammu and Kashmir, mostly in the higher reaches and forest areas along the Line of Control, to locate and eliminate the terrorists who carried out multiple attacks in different districts last year.
Areas such as Reasi, Doda, Kishtwar, Kathua, Jammu and Rajouri have seen increased terror activity in the last couple of years.
