SED orders repatriation of teachers deployed for admn work

SRINAGAR, Feb 21: After the earlier directives were not adhered to, the School Education Department (SED) today ordered the immediate repatriation of all teaching staff deployed or attached to administrative work in various offices.

The authorities also criticized the concerned CEOs, DDOs, and heads of institutions for not ensuring the proper utilization of teachers’ services in schools and for failing to implement the previous orders.
In a communication issued in this regard by the Directorate of School Education Kashmir (DSEK), it was stated that despite clear-cut instructions, a number of teaching officials have continued in different offices without approval.
It stated that the teaching staff deployed for administrative work in different offices and departments had been recalled with the directive to report to their original place of posting through several orders issued in 2021 and 2024.
However, the communication noted that despite clear-cut instructions, “it has come to the notice of this Directorate that a number of teaching officials have been made to continue in different offices/institutions within or outside the parent department for administrative works on one pretext or the other without obtaining prior approval/orders of this Directorate.”
The DSEK further highlighted that the continuation of teaching staff in different offices and departments for administrative work despite instructions conveyed from time to time reflects “non-seriousness” on the part of Chief Education Officers, Drawing and Disbursing Officers, and Heads of Institutions.
These officers, the communication stated, have “failed” to get the orders implemented on the ground by ensuring that these officials “report back to their original assignment of teaching for which they have been employed in the School Education Department.”
In order to ensure full compliance with the orders issued from time to time, it has been ordered that all teaching staff must report to their substantive place of posting in educational institutions without fail.
The staff includes Lecturers, Masters, and Teachers working in different offices, institutions within or outside the parent department for administrative work “in contravention of their Job Profile, without formal orders of Administrative Department/Directorate of School Education Kashmir.”
Further, all the non-teaching staff of the SED, working outside the parent department without formal orders of the Administrative Department, DSEK, have also been directed to report to their substantive place of posting without fail.
Additionally, the communication stated that all these teaching as well as non-teaching officials shall be deemed to have been relieved and detached to report back to their original place of posting forthwith.
Any Drawing and Disbursing Officer who is found to have drawn the salary of any such official in violation of the order shall face strict action, including the recommendation of RDA against them, the DSEK warned.
The CEOs have been directed to furnish a compliance report in this regard, along with the requisite details of all such employees.
The details sought include names, actual place of posting, place where working on a deployment basis, nature of duties assigned, stay with the date at the place of deployment, reference of deployment/attachment order, date of reporting back at the substantive place of posting, and any other information as may be deemed necessary.
The Chief Accounts Officer, DSEK, has been directed to personally monitor the implementation of instructions in letter and spirit and to liaise with concerned Treasury Officers for getting inputs about the drawl of salary against the defaulters.
