KUPWARA, Feb 27: Chief Justice of the High Court of Jammu & Kashmir and Ladakh Justice Tashi Rabstan today virtually inaugurated the newly constructed court building at Kupwara in the physical presence of Justice Wasim Sadiq Nargal, the Administrative Judge for district Kupwara.

The state-of-the-art court complex is a significant milestone in strengthening judicial infrastructure in the region. The three-storey building, with a total plinth area of 10,000 sq. ft., was approved on October 19, 2020, and successfully completed on November 25, 2024, at a cost of Rs 1,020 lakh. The facility has been designed to provide a modern and efficient working environment for judicial officers, advocates, litigants and court staff.
Shazia Tabasum, Principal District and Sessions Judge Kupwara delivered the welcome address, which was followed by the address by Ahrar Dar, President Bar Association Kupwara and thereafter Deputy Commissioner Ayushi Sudan also expressed her views.
In his virtual address, Chief Justice stated that the newly inaugurated facility is more than just a physical structure and it symbolizes the judiciary’s commitment to accessible and fair justice for all. He highlighted the modern court’s role in expediting case proceedings, reducing delays and strengthening the rule of law. The complex, he noted, reflects the evolving needs of the judicial system by integrating advanced infrastructure and improved facilities to enhance judicial efficiency.
He extended gratitude to Justice Wasim Sadiq Nargal, the Government and local authorities for their unwavering support in strengthening judicial infrastructure in Kupwara.
Justice Rabstan underscored the significance of digital transformation in the judiciary, stating that the new court building, along with technological advancements, would help eliminate geographical barriers to justice.
Justice Wasim Sadiq Nargal highlighted the significance of the occasion, calling it a milestone for both the district and the judicial system. He emphasized that justice is not only built on legal principles but also on the physical infrastructure that supports its administration. The new complex, he noted, stands as a testament to the judiciary’s commitment to accessibility, efficiency, and dignity in the legal process.
He acknowledged the dedicated efforts of Chief Justice Tashi Rabstan, the Principal District Judge and the various agencies involved in the construction including the District Administration. He credited the Chief Justice’s vision for not only advancing judicial infrastructure but also ensuring accessibility for all, regardless of social, economic, or geographical status.
Speaking on the role of technology in the judiciary, he highlighted the introduction of e-courts under the National Governance Plan. He emphasized that Kupwara has embraced digital advancements such as video conferencing and digital case management to improve accessibility. However, he noted that while technology is essential, institutional reforms and efficient processes remain equally critical for justice delivery.
On the occasion, the Digitization Section of the District Court Kupwara was also inaugurated. This initiative aims to convert paper-based records into electronic formats, ensuring easy accessibility of legal documents through the internet. The move is expected to improve record management, expedite judicial processes, and facilitate seamless case tracking for litigants and advocates.
The event was attended by key dignitaries including Shazia Tabasum, Principal District & Sessions Judge, Kupwara; Khem Raj Sharma, Additional District & Sessions Judge (Designated Special Court under the NIA Act) Kupwara; Umi Kulsoom, Additional District Judge, Handwara; Chief Judicial Magistrate, Handwara, other Judicial Officers of the District, Deputy Commissioner of Kupwara and SSP Kupwara.
The event ended with a vote of thanks by Khem Raj Sharma, Additional District & Sessions Judge, Kupwara.
