BJP MLAs demand revisiting ‘anti-people’ orders

JAMMU, Mar 6: As issue of alleged harassment due to newly introduced proviso for Change in Land Use (CLU), ‘unilateral’ extension in boundaries of Jammu Development Authority and Gair Mumkin Khad rocked the Legislative Assembly, BJP members demanded revisiting the “anti-people regulations, which were framed by the bureaucrats while sitting in AC rooms.”

All the BJP members were on toes and most of them stood up from their seats to vociferously raise the concern over alleged harassment of people by Government officials in the name of new regulations.

As the Minister Sakina Itoo, who was replying to a question on behalf of Chief Minister Omar Abdullah, acknowledged concerns of the MLAs and said that such orders were issued before the incumbent Government took over, BJP MLA Sham Lal Sharma said that authority of the House should not be allowed to be eroded in defending a department or settle scores with each others.
“If a bureaucrat or technician had made wrong rules and regulations while sitting in AC room, is it not domain of the House to revisit the same?” he said.
The ruling NC members were seen thumping tables in support of the assertion by Sham Lal Sharma, who continued: “We are Government, not the bureaucrats and officers. This is definition of the Government. A bureaucrat has no issue with our people. We are the elected representatives and accountable to people while officers are accountable to us,” he thundered, inviting support from the treasury benches as several ruling party members were seen thumping tables on his assertion.
The BJP MLA appealed Chief Minister Omar Abdullah, who is also Incharge Minister for Revenue Department, to immediately revisit the said order on CLU and give a sigh of relief to people.
“In last seven years, much has been done and we should not settle scores with each other, but fix responsibility of the officers,” he added.
The issue rocked the House when the Minister for Health and Medical Education, Social Welfare and Education, Sakeena Itoo was replying to a question on behalf of Chief Minister Omar Abdullah, asked by BJP MLA Surinder Kumar regarding the difficulties being faced by people in getting the `Change in Land Use’.
As the Minister informed the House that the Revenue Department has developed an online portal ‘jkrevenue.nic.in’ for application of CLU in order to ensure ease of process for the applicant while Surinder Kumar repeated that people were facing difficulties in availing the service, BJP’s Vikram Randhawa stood up from his seat and alleged that the CLU proviso was an intentionally designed weapon by some bureaucrats to `suck blood of the innocent people’ and must be scrapped.
Randhawa was joined by BJP MLA Chander Prakash Ganga, Narinder Singh, Surinder Kumar and others in demanding scrapping of the CLU proviso for relief to common people.
Acknowledging the concern of the public representatives in the House, Sakeena Itoo said that the incumbent Government was not responsible for the Section 133A, Proviso 2, which was issued on 14-01-2022. She added that if people were facing difficulties, they should come forward and lodge complaint in this regard.
On this, Sham Lal Sharma stressed that it was very important matter of public concern and there should not be an attempt to settle scores with each other.
Joining the issue of CLU, BJP’s Narinder Singh raised question over the retrospective, instead of prospective implementation of the said controversial proviso and consequent sealing of some premises, including a bank office.
Baldev Sharma of BJP raised the issue of Katra Master Plan, which, he alleged, was implemented without inviting objections and taking the local stakeholders into confidence.
Sham Lal Sharma sought to know about the facilities being provided by JDA in Akhnoor, which has extended its jurisdiction up to the area.
Chander Parkash Ganga drew attention towards `unilateral’ extension of JDA’s jurisdiction to Vijaypur without providing any facility.
As Speaker reminded the members not to mix up both the issues, Sham Lal said that question on JDA was co-related with CLU and Government must revisit both the orders.
Sham Lal Sharma also drew attention towards the issue of Ghair Mumkin Khad and said that an order to resolve the matter was issued 4-5 months back, but not implemented till date.
Terming the concern of House members as genuine, Sakeena Itoo hoped that Statehood status of Jammu and Kashmir would be restored and all such issues will consequently get resolved.
