JAMMU, Mar 10: In a bid to enhance road safety and maintain decorum on public transport, the Jammu and Kashmir Motor Vehicle Department (MVD) has issued a circular prohibiting unauthorized modifications on vehicles, particularly focusing on stickers, posters, and decals that obstruct visibility or feature unethical content.
The circular cites violations of Rule 100 of the Central Motor Vehicles Rules (CMVR) and Sections 39/192 of the Central Motor Vehicles Act (CMVA), which govern the condition and registration of vehicles. Authorities highlighted a growing trend of vehicles, especially in public transport, displaying stickers that not only impede visibility but also contain obscene or inappropriate messages. The department noted that complaints received via social media have raised concerns about the impact of such content on commuters of all ages and faiths.
Emphasizing the importance of retaining the original condition of vehicles as registered, the circular warned against any modifications or tampering without prior approval from the registering authority. It also pointed out the practice of masking High Security Registration Plates (HSRP), labeling it a punishable offence under the CMVA.
The circular reiterated the requirements of Rule 128 (6(i)) of the CMVR, mandating that the front windscreen of vehicles must be made of safety glass, be distortion-free, and span the full width of the vehicle. Vehicle owners have been urged to comply promptly with these regulations to avoid penalties.
