The much-anticipated Tawi Artificial Lake Project in Jammu has been a topic of discussion and hope among Jammuites for decades. Envisioned to transform the city’s landscape and boost tourism, the project has faced numerous delays, leading to widespread frustration. However, recent developments suggest a renewed commitment to bringing this dream to fruition.
Genesis of the Project
The concept of creating an artificial lake on the Tawi River dates back to 1986 when then Governor Jagmohan approved the initiative. The primary objectives were multifaceted: to facilitate groundwater recharge in the Kandi belt, provide 120 cusecs of irrigation water for areas like Chatha and Tawi island villages and establish Jammu as a standalone tourist destination. Additionally, the project aimed to beautify riverbanks, implement flood control measures and divert sewage drains polluting the Tawi River.
When this project was conceptualized, I was merely two years old. Now at 41, I still find myself waiting and hoping for its completion, a sentiment shared by countless Jammuites who have witnessed decades of delays and broken promises.
Chronology of Delays
Despite its early approval, the project saw little or no progress for nearly two decades. It was revisited during Ghulam Nabi Azad’s tenure between 2006 and 2008, with the foundation stone eventually laid by then Chief-Minister Omar Abdullah on December 5, 2009. Initially slated for completion in two years, the project missed the first deadline in 2012, followed by subsequent missed deadlines in 2013, 2015, 2016, 2017 and 2018, when work came to a standstill.
Factors Contributing to Delays
Several factors have contributed to the prolonged delays:
Contractual Issues: The Hyderabad-based GVR Infra Project Limited, initially contracted for construction, slowed down work due to various challenges. After failing to resume work despite multiple notices, their contract was terminated in June 2018.
Natural Calamities: The devastating floods of September 2014 significantly impacted the project, damaging piers on the Nikki Tawi side and breaching protection bunds in August 2016.
Administrative Hurdles: Slow release of funds and interdepartmental coordination issues further impeded progress.
Accountability and Oversight
The repeated setbacks have raised questions about accountability. The project’s management by the Irrigation and Flood Control Department, coupled with the contractor’s inactivity, led to significant delays and cost escalations. In response, the administrative council sanctioned a revised project estimate, including additional grants to address the financial overruns.
Financial Implications
Originally sanctioned at Rs 70 crore by dovetailing funds from various sources, the project’s cost has escalated over the years. As of recent estimates, the artificial lake and riverfront beautification work are projected to be completed at a cost of Rs 280 crore. The total envisaged expenditure for the project, including all ancillary developments, is now expected to be around Rs 350 crore.
Expectations out of the Project
Upon completion, the Tawi Artificial Lake is expected to:
Boost Tourism: The 1,500 meter-long and 600-meter-widelake aims to transform Jammu’s tourism landscape, offering recreational activities like boating and water sports.
Economic Growth: The project is anticipated to promote water recreation and sporting facilities, boosting commercial activities around the artificial lake, creating employment opportunities for locals, and attracting tourists to Jammu city.
Anticipated Lake Layout and Surroundings
The lake is expected to have a well-planned layout featuring landscaped gardens, pedestrian pathways and waterfront promenades. Dedicated zones for boating and water sports will be developed, along with seating areas and viewing decks for visitors. A cultural plaza and food courts are also envisaged to enhance the experience. The surroundings will include modern street lighting, green belts and an eco-friendly waste management system to ensure sustainability.
Likely Completion Date
After years of stagnation, work on the project resumed with renewed vigor. Officials have expressed optimism about meeting the latest deadline, aiming for completion by December 2025. Notable it was Omar Abdullah who initially laid the foundation stone for this ambitious project and now, as he returns as Chief Minister, Jammuites have high expectations from him to finally inaugurate the much-awaited lake. Omar Abdullah is widely regarded as a leader who understands the aspirations of the people, and his proactive approach towards development has instilled fresh hope among the citizens of Jammu. The people look forward to his leadership in ensuring the successful and timely completion of this landmark project, which promises to transform the region’s tourism, economy and overall development. The question still remains: Will Jammu finally witness the inauguration of its much-awaited Artificial Tawi Lake in December 2025 or will it be another missed deadline?
