The dismissal of two Jammu and Kashmir Government employees – a Senior Assistant in the Public Works Department and an Assistant Wireless Operator with the police – for alleged terror links underscores the administration’s unwavering commitment to rooting out the terror ecosystem that has plagued the region for decades. Invoking Article 311 (2)(c) of the Constitution, LG acted decisively, pushing the tally of such dismissals past 70, a clear signal that Government employment cannot coexist with subversion. The dossier paints a disturbing picture. Ishtiyak Ahmad Malik, despite being a Government employee, allegedly facilitated Hizbul Mujahideen operatives with shelter, logistics, and intelligence. His alleged involvement in organising violent mobs following Burhan Wani’s death in 2016 further reflects an ideology diametrically opposed to the oath of service he swore. Similarly, Basahrat Ahmad Mir’s alleged sharing of sensitive information with a Pakistani intelligence operative while stationed at a hypersensitive facility raises grave concerns about internal sabotage and national security breaches.
These dismissals must be seen in the context of the broader security architecture that the current administration is working to fortify. The zero-tolerance approach is not merely a bureaucratic purging – it is part of a larger plan to dismantle the ideological, logistical, and financial networks that sustain terrorism. While the removal of individuals from public service is a strong deterrent, it is also symbolic: the Government will not allow the credibility of the state to be used as a cover for subversive activity. Critics may argue that due process should prevail, but the use of Article 311 (2)(c) is constitutionally sanctioned in cases where the security of the state is at stake and regular inquiry is not deemed expedient. In a terror-infected region as fragile as Kashmir, where the lines between civil society and militant sympathisers can blur dangerously, such tools become necessary to prevent further infiltration of state institutions. Stability in Jammu and Kashmir hinges not just on counter-terror operations in the field but on cleansing the system from within. Another round of such decisive moves is another crucial stride in that direction.
