LEH, Apr 15: The General Council Meeting of the LAHDC Leh was held today under the chairmanship of CEC Tashi Gyalson to review the progress of the District Capex Budget 2024-25 and discuss the proposed budget for 2025-26.
Deputy Commissioner and CEO LAHDC Leh, Santosh Sukhadeve, gave an overview of the current financial year’s Capex Budget.
He informed the House that out of the total allocation of Rs 344 crores, Rs 342.30 crores has been utilised, showing a 99.51% utilisation rate.
He further informed the House that a total of 376 works were completed across various departments.
The meeting also reviewed the performance of departments such as PWD, RDD, PHE, Agriculture, Horticulture, Animal and Sheep Husbandry, Tourism, Education, Employment, and Health, among others.
The DC appreciated the Departments and officials for their efforts in achieving high implementation levels.
For the 2025-26 financial year, a capital expenditure outlay of Rs 255 crores has been proposed.
The focus will be on infrastructure, machinery procurement, heritage asset upgradation, and ICT support.
Under the Councillor Constituency Development Allocation (CCDA), Rs. 150 lakhs per Councillor has been proposed.
Councillors raised several public issues, including organic farming, fertilizer use, the JJM scheme, dog menace, unemployment, and the need for recruitment to gazetted posts.
CEC Gyalson assured the House that follow-up meetings would be held and necessary action taken.
He also stressed on improving waste management, ensuring third-party accountability in JJM works, and addressing groundwater contamination.
Leader of Opposition Tsering Namgyal expressed concern over the reduced budget and demanded early recruitment to gazetted posts.
Similar concerns were raised by Councillor Thinles Nurbu. Nominated Councillor Dr Yangchan Dolma called for 33% reservation for women in the upcoming elections.
Three resolutions were discussed and passed unanimously.
In his closing remarks, CEC Gyalson appreciated the active participation of Councillors, Executive Councillors, and district officers in the successful conduct of the meeting.
