KABUL, Dec 23: Supreme Leader of the Islamic Emirate of Afghanistan Hibatullah Akhundzada has issued a decree on the rehabilitation and removal of criminal records from individuals found guilty of links with the Taliban (under UN sanctions for terrorism) under the former republican government, the government’s press service said.
The decree contains 10 articles and instructs judicial, law enforcement and supervisory authorities to delete all records concerning Afghan nationals and persons associated with the Islamic Emirate of Afghanistan, who were convicted, suspected or accused by the previous regime of collaborating with the current Afghan authorities, the statement read.
The decree could rehabilitate tens of thousands of Afghan citizens convicted during the presidencies of Hamid Karzai and Ashraf Ghani, the statement said.
Meanwhile, only the courts of the Islamic Emirate are authorised to make a final decision on whether a person is guilty or not, spokesman for the Afghan Justice Ministry Barakatullah Rasuli said.
“Unless they are brought under judicial review by the courts of the Islamic Emirate under the leadership’s instructions, they are considered innocent,” Rasuli told Tolo News.
Additionally, Akhundzada has issued another decree regulating the punishment of human trafficking crimes, the statement also said. The decree authorises the Afghan Interior Ministry to prevent human smuggling and trafficking, arrest perpetrators and transfer them to military courts.
