An inquiry conducted by chief secretary Naresh Kumar in July had allegedly found several “deliberate and gross procedural lapses” to provide “undue benefits” to liquor licensees in the implementation of the Excise Policy 2021-22. This prompted lieutenant governor VK Saxena to recommend a CBI investigation into the case.
