As an evolving independent discipline in India, public Administration evolved internationally with efforts of Woodrow Wilson (Popularly known as Father of public Administration) in 1887 with the publication of essay ‘The study of Administration’ in political science quarterly. Since foundation, the subject of public Administration gained popularity across India. In 1930, Lucknow University became first in India to offer full compulsory paper on public Administration in MA political Science syllabus. In 1949, Nagpur University became the first in India to establish separate full-fledged Department of Public Administration and local self government under chairmanship of Dr M P Sharma. In 1954 to fulfill the objective of a growing Public Administration as a separate discipline in social sciences’ the Govt of India established Indian Institute of Public Administration (IIPA) at New Delhi on the recommendation of Paul H Appleby Report on Public Administration in India. IIPA was to be the nucleus of administrative research and to disseminate the knowledge of public administration through its journal ‘Indian Journal of public Administration (IJPA). In late 1990s with the growing craze of civil services examination in India, the Union public service commission introduced public administration as a fully independent subject in civil service examination. This initiative by UPSC gave a powerful Impetus to the subject. Ever evolving as an independent subject across India, nearly 50 universities, hundreds of colleges and a number of training institutes are engaged in teaching and research on public administration in India. Sadly public Administration still faces the crisis in Jammu and Kashmir from the day it was introduced, because as an independent discipline it has still not emerged, although Central University of Jammu (2011) and Central University of Kashmir (2009) offers integrated course on public administration with public policy, law and governance. As an independent discipline public Administration should be realised separately ‘not with any other discipline. Law, public policy, Governance are separate subjects which cannot help public Administration to growing as a separate independent Discipline in Jammu and Kashmir. Students of J&K requested Higher Education Department and various nodal Agencies to implement Public Administration in 10+2+3 level and in JKSET examination and higher authorities give assurances and make promises to Scholars and candidates for implementation of Public administration as a separate subject in 10+2+3 level but their lack of will and delay in decision making process Reflect that they don’t want to implement the public Administration as a separate subject. With the growing unemployment of public Administration graduates in Jammu and Kashmir, it is necessary for the higher Authorities to Implement the public Administration in 10+2+3 level and in state eligibility test, Many candidates are passing out year by year and with the growing number of candidates, higher authorities need to think about the matter of public Administration as a separate subject. If higher Authorities implement the public Administration in 10+2+3 level and in SET examination it will give an opportunity to the students and scholars of the Jammu and Kashmir to apply for the various job openings and thereby contributing to the nation building by quality research and output. Listening to the request of the students and scholars of public administration, the Government should initiate measures for providing justice to subject of Public Administration and its various stakeholders.
