JAMMU, Oct 7: The Employees Coordination Committee (ECC) Jammu, under the leadership of Sajad Ahmed, has strongly criticized the School Education Department for excluding Jammu and Udhampur districts from the ongoing Annual Transfer Drive (ATD), terming the move as unjust, discriminatory, and demoralizing for thousands of Government employees.
In a statement issued to the media, Sajad Ahmed, Chairman of ECC Jammu, said that while eight districts of Jammu Division have already completed their ATD process, the transfer lists of Jammu and Udhampur continue to remain pending without any valid reason. He stated that this selective delay has caused deep resentment among teaching and non-teaching staff, many of whom have been serving in remote and difficult areas for over a decade.
“The deliberate exclusion of Jammu and Udhampur from the ATD process is unacceptable,” said Sajad Ahmed.
“Employees in these districts have been waiting patiently for years for fair consideration, yet their cases are repeatedly ignored. The administration must treat all districts equally and maintain transparency in transfers.”
The Committee highlighted that over 3,000 teachers and other staff members are directly affected by this delay. Many female employees, appointed prior to marriage, are now compelled to travel 70 to 100 kilometers daily to reach their places of posting, causing immense personal and family hardship. ECC Jammu said such prolonged postings are against the spirit of fair Governance and defeat the purpose of the transfer policy aimed at balancing staff strength across schools and maintaining the Pupil-Teacher Ratio (PTR).
ECC Jammu urged the Directorate of School Education Jammu, the Education Minister Sakina Itoo, and the Lieutenant Governor’s Administration to intervene immediately and ensure that the pending ATD lists for Jammu and Udhampur are released without further delay.
“The Annual Transfer Drive was introduced to promote fairness and rationalization, but selective implementation has eroded confidence among employees,” Ahmed added.
The Committee also put forward several recommendations to strengthen the transfer process for Immediate publication of pending ATD lists for Jammu and Udhampur. ECC Jammu warned that if the Government continues to ignore the issue, the Committee will be compelled to organize peaceful protests.
