JAMMU, Oct 8: Jammu and Kashmir Teachers Forum (JKTF) has raised serious concerns over the recent transfer order of teachers issued under the Annual Transfer Drive (ATD) 2024-25 by the Chief Education Officer (CEO) Kathua, alleging large-scale irregularities and lack of transparency in the process.
As per Order Number 15 CEOK of 2025 dated August 18, 2025, a total of 808 teachers were transferred, with the administration allowing aggrieved staff to submit representations for modification. However, JKTF district president Rash Paul Choudhary said that while over 200 teachers submitted such requests, only about 75 to 80 modifications were reportedly approved and communicated through “a vague and non-transparent method” without any publicly available list.
Choudhary further claimed that a list of 104 teachers was forwarded to the Directorate of School Education Jammu, for approval, leaving questions over the criteria used for short listing and the status of the remaining 96 cases. Allegations have also surfaced suggesting that certain modifications may have been influenced through unofficial channels.
The Forum alleged that several teachers without political or administrative backing were ignored, while “blue-eyed” individuals were transferred into urban Kathua schools already having surplus staff. It also cited specific cases, including a teacher from PS Gurah Suraj who was not transferred despite completing nine years of service, in violation of ATD norms.
Calling the situation “demoralizing and unjust,” the JKTF has demanded a thorough and impartial inquiry into the entire transfer process to uphold fairness and transparency.
