JAMMU, Oct 8: Union Home Minister Amit Shah will review security situation, rehabilitation and reconstruction of Government and civilian infrastructure post floods and work on Central projects in Jammu and Kashmir at a high-level meeting in New Delhi tomorrow which will be attended by Lieutenant Governor Manoj Sinha and top officials of UT’s civil and police administration, Ministry of Home Affairs (MHA), heads of all paramilitary forces and Intelligence agencies.
Chief Minister Omar Abdullah is also in New Delhi.

Officials told the Excelsior that the meeting will review winter management strategy of security forces along the borders with Pakistan as the MHA wants zero infiltration from the Line of Control (LoC) and International Border (IB) and simultaneously elimination of remaining terrorists in hinterland of the UT to crush terrorism.
Shah had reviewed security situation in the UT during his two-day visit to the Jammu region on August 31 and September 1 post Chashoti and Adh-Kunwari landslide tragedies and heavy damages caused by cloudbursts and flash floods triggered by heavy rains in the month of August in which over 150 people were killed.
Officials said Lieutenant Governor Manoj Sinha, Chief Secretary Atal Dulloo, Home Secretary Chandraker Bharti and Director General of Police (DGP) Nalin Prabhat among others have reached New Delhi to attend the meeting which will also be joined by senior officers of the MHA including Home Secretary Govind Mohan, heads of paramilitary forces like BSF and CRPF and Intelligence agencies including Intelligence Bureau (IB) and RAW, among others.
“Focus will be on winter management strategy as zero infiltration on the LoC and IB will be a big achievement of security forces. In addition, security forces will step-up efforts to eliminate the terrorists within the hinterland including the hills as some of them may shift to plains following snowfall on the upper reaches,” the officials said.
Besides, as per the officials, rehabilitation and reconstruction works post heavy floods in Jammu region in August this year, is also expected to come up for a review at the Home Minister’s meeting. Jammu and Kashmir Government has been awaiting Central package for flood damages on the lines of Punjab, Himachal Pradesh and Uttarakhand.
During his visit to Jammu post floods, Amit Shah had announced Rs 209 crore worth package for the UT under SDRF.
Agriculture and Rural Development Minister Shivraj Singh Chouhan has already announced reconstruction of 5101 houses completely damaged by rains and flood under Prime Minister’s Awas Yojana (PMAY) with Rs 1.70 lakh cost per unit.
Sources said ongoing development works in Jammu and Kashmir under the Centrally Sponsored Schemes are also expected to be reviewed by the Home Minister.
There have been reports about the presence of foreign terrorists in upper reaches of Kishtwar, Udhampur, Rajouri, Poonch and some other districts of the Jammu region besides the Kashmir valley. During past few months, security forces have established contacts with terrorists a number of times. Some terrorists including commanders have been killed in the operations while few soldiers have attained martyrdom.
Also fencing along the International Border in Jammu, Samba and Kathua districts suffered extensive damage during August floods and was washed away at many places. The Border Security Force (BSF), manning the borders, has been patrolling the IB with utmost vigilance to ensure that the terrorists don’t manage to escape. Work on reconstruction and repair of fencing is also in progress.
