Delegation of Teachers Forum meets DSEJ, submits memorandum

JAMMU, Oct 23: A delegation of the Jammu & Kashmir Teachers Forum (JKTF), led by State President Sheikh Mohammad Ashraf, called on Dr Naseem Javed Choudhary, Director School Education Jammu and submitted a comprehensive 15-point memorandum outlining long-pending demands of the teaching fraternity.
The delegation urged prompt action on career-critical matters – foremost among them the expedited convening of the Departmental Promotion Committee (DPC) to facilitate timely promotions of Teachers to Masters, clearance of pending promotion cases, and a one-time exemption for postgraduate teachers awaiting consideration. The Forum also sought post-facto permissions/exemptions for graduate and undergraduate teachers who have already satisfied eligibility criteria, to regularize service records and restore morale.
Transfer and staffing reforms formed a major thrust of the memorandum. The Forum pressed for implementation of reciprocal inter/intra-zonal transfers (ReT/Teacher Grade II/III), issuance of a consolidated transfer list to enable genuine mutual transfers on humanitarian grounds, formulation of a transparent transfer policy for ReTs, and early conduct of Annual Transfer Drives in pending districts of Jammu and also conduct ATD of Masters’ cadres and regularisation of left out RET,s.
The Forum sought timely distribution of textbooks – particularly to winter-zone schools – to avert academic disruption; prompt confirmations of Incharge Headmasters, Lecturers, ZEOs and Principals; and urgent filling of vacancies for Masters, Headmasters and Lecturers. JKTF further underscored the necessity of structured promotions and career progression in consonance with the National Education Policy (NEP) 2020.
On welfare measures, the Forum urged upward revision of honoraria for AAYAs and Cook-Cum-Helpers engaged under pre-primary and Mid-Day Meal schemes, aligned with the Minimum Wages Act, to ensure fair remuneration for frontline support staff.
Dr Naseem Javed Choudhary heard the delegation patiently and assured sympathetic and expeditious consideration of the issues. The discussion was also attended by Mushtaq Ahmed Choudhary, Joint Director (DSEJ).
Prominent members of the JKTF delegation included Mehmood ul Rayaz Bhat, Sandeep Bhat, Vikee Pandita, Gulshan Sharma, Rail Singh, Danish Mehmood, Shakeel Mirza, Nazir Ahmed and Rajinder Kumar.
