Border allottee farmers still deprived of Central schemes: MLA Manyal

SRINAGAR, Oct 28: MLA Ramgarh, Dr Devinder Kumar Manyal today pressed the Jammu & Kashmir administration to urgently address long-pending concerns of border area farmers, refugees and land allottees who continue to be deprived of Central agricultural welfare benefits.
Raising the matter during the ongoing Assembly session, he stated that despite being legal allottees and active cultivators, a large number of families remain excluded from key schemes including PM-Kisan Samman Nidhi, Kisan Credit Card (KCC) and Pradhan Mantri Fasal Bima Yojana (PMFBY).
Dr Manyal stressed that the delay in submitting a complete and verified database of eligible beneficiaries has resulted in unnecessary hardship for farmers who should already be receiving these entitlements. He urged the UT Government to swiftly provide the updated list of landholders and cultivators to the Union Ministry of Agriculture so that financial assistance and welfare measures can be extended without any further procedural roadblocks.
Further emphasizing the urgency of fair inclusion, the MLA asserted that formal recognition of land ownership and cultivation rights must be ensured for all families settled along the border belt, particularly those with refugee backgrounds, who have long contributed to agricultural productivity despite facing recurring adversities.
The issue has also been highlighted at the national level. A BJP legislators’ delegation recently met Union Minister for Agriculture, Farmers Welfare and Rural Development, Shivraj Singh Chouhan in Srinagar and Jammu, submitting a detailed memorandum on behalf of the affected farmers from Jammu, Samba, Kathua and Akhnoor districts.
Responding to the concerns, Union Minister Shivraj Singh Chouhan has conveyed that the matter is under active consideration. The Ministry has instructed the J&K administration to furnish a comprehensive report on all eligible land allottees at the earliest to facilitate their seamless integration into every Central agricultural scheme designed for farmer welfare.
