*Assesses preparations for ‘Vande Mataram’ commemoration

SRINAGAR, Oct 29: Chief Secretary, Atal Dulloo, today chaired a high-level meeting to review the progress of a series of technology-driven projects being implemented by various departments of the Jammu and Kashmir Government in collaboration with the Bhaskaracharya National Institute for Space Applications and Geo-Informatics (BISAG-N).
The meeting was attended by Additional Chief Secretary, Agriculture Production Department; Additional Chief Secretary, Public Works Department; Principal Secretary, Home; Additional Director General of Police, CID; Commissioner Secretaries of Social Welfare and Industries & Commerce; Spl DG, BISAG-N; Secretary, Education; Secretary, Information Technology; Mission Director, Samagra Shiksha; Director, Employment; CEO, JaKeGA; SIO, NIC, and other senior officers.
The Chief Secretary commended the Department of Information Technology and BISAG-N for the successful rollout of several citizen-centric and administrative digital platforms under the Digital J&K initiative.
He observed that projects being implemented in sectors such as Education, Agriculture, and Revenue are pivotal in ushering modern reforms and directed their timely completion to ensure that the envisaged outcomes are achieved within set timelines.
Highlighting the transformative potential of technology, Dulloo emphasized that leveraging AI and audio-visual content for personalized and localized learning would significantly enhance pupil learning outcomes.
He further noted that timely forecasts, advisories, and capacity-building measures for farmers would contribute to improved productivity and higher income levels.
On the modernization of land records, he remarked that digitization of revenue records forms the cornerstone of broader reforms aimed at creating a transparent and efficient governance system across the UT.
Special DG, BISAG-N, Vinay Thakur assured the Chief Secretary of complete technical and operational support in the development of all IT modules and applications. He called for enhanced synergy and regular coordination between the implementing departments and BISAG-N to expedite progress and remove bottlenecks in minimal time.
Meanwhile, Chief Secretary chaired a meeting of the Culture Department for the commemoration of 150 Years of National Pride – Vande Mataram, the National Song of India, being celebrated across Jammu and Kashmir as part of the nationwide campaign led by the Ministry of Culture, Government of India.
The meeting was attended by Additional Chief Secretary, Higher Education Department; Principal Secretary, Culture Department; Commissioner Secretary, Youth Services & Sports; Divisional Commissioners of Jammu and Kashmir; Secretary, Education Department, and other senior officers.
During the meeting, the Chief Secretary directed all departments to ensure meticulous preparations for the smooth conduct of the first phase of celebrations commencing on 7th November 2025, and to lay equal emphasis on subsequent phases extending through 2026.
The Chief Secretary underlined the need for large-scale public participation, especially from students and youth, to instill a deep sense of patriotism and national pride. He also instructed departments to undertake wide-ranging awareness campaigns to ensure mass participation and to designate nodal officers for effective coordination, implementation, and timely uploading of reports, photographs, and videos on the national portal.
Presenting the national framework, Principal Secretary, Culture, Brij Mohan Sharma, informed the meeting that the commemoration marks 150 years since the composition of Vande Mataram by Bankim Chandra Chattopadhyay on 7th November 1875, later published in his celebrated novel Anandamath in 1882.
A detailed action plan was presented for Jammu and Kashmir, outlining a series of activities and events to be held across all districts, tehsils, educational institutions, and public spaces. It was divulged that large-scale celebrations will commence on 7th November 2025, covering schools, colleges, and public institutions throughout the UT. District and tehsil-level programmes will be conducted under the supervision of Deputy Commissioners, while year-long activities will be organized in collaboration with Central Government departments.
