Srinagar, Dec 1: As the Congress begins a major organisational overhaul across the country, senior party leader Ajay Kumar Lallu today said that district presidents will no longer be appointed through recommendations.
Addressing a press conference here, along with JKPCC President Tariq Hameed Karra and Nizamudin Bhat, the Congress Working Committee (CWC) member and AICC in-charge said that those who are young, capable and able to deliver will be given leadership roles, signalling a major shift in the party’s approach to leadership selection.
Lallu said Congress leader Rahul Gandhi has made it clear that district presidents will no longer be appointed through recommendations.
Instead, he said, merit, performance and grassroots connect will determine appointments under the ongoing “Sangathan Srijan Abhiyan.”
Notably, Sangathan Srijan Abhiyan is an extensive nationwide programme aimed at strengthening the organisational structure and reconnecting with voters.
He said district presidents will be empowered with a greater role, including participation in the process of ticket allocation for elections.
“They will provide direct feedback from the ground and will meet Rahul Gandhi regularly as part of the new system,” he said.
He added that a central “connect centre” will be established to streamline communication between grassroots units and the central leadership.
Lallu also said that district presidents will not be active politicians seeking electoral positions.
“They will not contest elections. If they perform well, they will be given appropriate responsibilities and necessary adjustments will follow,” he said.
He said the process has already started in Srinagar district.
“We have started a campaign to connect with the people of Jammu and Kashmir at the grassroots level. So far, 10 states have been covered under this campaign. The responsibility has been given to senior AICC and CWC members,” Lallu said.
Addressing party workers, he said he arrived in Kashmir on the directions of the CWC to gather direct feedback from ground-level workers before finalising district leadership.
