LPGEF submits memorandum to Chairman 8th Pay Commission

JAMMU, Dec 2 : The All J&K Low Paid Government Employees Federation (LPGEF) has submitted a memorandum to Chairman 8th Pay Commission demanding that until the recommendations of 8th Pay Commission are received, 50 per cent of DA be merged with the basic pay and interim relief of at least 20 percent of the Basic Pay be granted to employees and pensioners to cope with the current trend of rising prices.
The memorandum signed by convener of the Federation Ishar Dass Sangra while highlighting the problems of employees and pensioner said they are already facing the brunt of sky rocketing prices of all essential commodities hence the Government till the recommendation of 8th Pay Commission report should accede this genuine demand of Federation.
It said after the independence of India in 1947, various organizations, unions, and federations of Government employees as well as industrial workers began agitations, dharnas, and strikes demanding enhancement of their salaries and wages. The then Government at the Centre discussed this issue in meetings held from time to time to resolve the matter. It took years to accede to the demands of the employees and workers. Ultimately, a decision was taken by the Central Cabinet to convene the 15th Labour Conference so that the issue could be discussed thoroughly and appropriate solutions could be formulated. This conference was widely attended by senior Government authorities and representatives of Government employees and industrial workers. The suggestions made by the employees’ unions and federations were discussed in detail in the conference, it said.
The memorandum further said that the 15th Labour Conference recommended the “Need-Based Minimum Wage” formula, but it was not implemented in letter and spirit by the Government, and the report was kept in abeyance. The employees did not stop their agitations and continued to press the Government to accept their genuine demands. Instead of implementing the recommendations of the Labour Conference, the Government began relying on recommendations of Pay Commissions. This practice continues, and recently the 8th Pay Commission has been constituted with directions to submit its report within a period of 18 months. The Commission is already delayed by 18 months, and there is apprehension that it may seek further extension. Employees are already facing the brunt of sky-rocketing prices of all essential commodities. Hence the demand be conceded.
