LEH, Dec 10: Lieutenant Governor Kavinder Gupta today chaired a comprehensive review meeting in Leh to assess progress across major development sectors and realign Government initiatives with the aspirations of the people of Ladakh.
During the meeting, top officers, including Chief Secretary Dr Pawan Kotwal, Principal Secretary Sanjeev Khirwar, DGP Ladakh Dr SD Singh Jamwal, Commissioner Secretary Dr L Franklin, Administrative Secretaries and the Deputy Commissioners briefed the LG on budget utilisation, PMDP works, RDSS, progress under the Vibrant Village Programme, and measures to improve service delivery in border areas.
Updates were also given on key infrastructure projects, medical and health facilities, Sindhu Central University, master plans for Leh and Kargil, ease-of-doing-business reforms, three-year tourism strategy, cooperative sector growth, and prison reforms.
LG Kavinder Gupta underlined the need for timely clearance of contractor liabilities to maintain project momentum.
He called for early notification of the GIS-based Master Plan for Kargil under AMRUT 2.0 to prevent unplanned expansion, and stressed rational posting of personnel through proper rotation.
Focusing on rural development, Gupta said Vibrant Village Programme 2.0 must be used to reverse migration from remote belts like Changthang by strengthening infrastructure and livelihoods.
He pushed for the completion of critical road links-including Hanu-Turtuk, Kanji-Rangdum and Padum-Sarchu-to improve connectivity and cut travel time for residents.
Reviewing essential services, the Ladakh LG sought seamless operation of household tap connections under Jal Jeevan Mission and swift installation of smart meters to curb theft and improve tariff recovery.
He also directed that the sanctioned Medical College begin functioning from a temporary facility to ensure students are not deprived of medical education.
The LG called for integrated biomedical waste disposal, early commissioning of pending sewage treatment plants in Leh and Kargil, and efforts to make Ladakh the first UT with all essential services available online.
He also pushed for addressing milk deficit through optimal utilisation of the pasteurisation plant and incentives for dairy farmers, besides strengthening SHGs to increase the number of “Lakhpati Didis”.
On tourism and urban development, Gupta stressed strict monitoring of departmental schemes, effective rollout of the Homestay Policy, promotion of winter tourism, and creation of more pedestrian pathways in Leh and Kargil.
Reiterating the administration’s commitment to equitable and sustainable progress, the LG directed all departments to ensure time-bound, outcome-oriented implementation of projects in line with the needs of Ladakh’s citizens.
