Ladakh lifts non-transferable clause for regularised ReTs

Service conditions now at par with GLTs

Srinagar, Jan 9: In a major policy decision, the Union Territory of Ladakh has removed the long-standing “non-transferable” condition for Regularised Rehbar-e-Taleem (RReT) teachers working as Teacher Grade-II and Grade-III, bringing their service conditions at par with General Line Teachers (GLTs).
The order, issued by the School and Higher Education Department, allows these teachers to be considered for transfers in the same manner as those in the General Line cadre.
The decision follows directions of the Central Administrative Tribunal (CAT) and addresses a long-pending demand of the teaching community.
The Rehbar-e-Taleem scheme was launched in 2000 to strengthen elementary education through community participation.
Teachers engaged under the scheme were regularised after five years as RReTs.
In 2019, the erstwhile J&K Government merged them into Teacher Grade-II and Grade-III cadres but imposed a restriction that they would not be transferable except on a mutual basis.
After the formation of the Union Territory of Ladakh in 2019, 1,083 supernumerary posts were allocated for these teachers.
However, the non-transferable clause continued, leading to repeated representations by teachers seeking parity with the General Line cadre.
In February 2024, a committee constituted by the Ladakh administration recommended extending all service conditions of General Line Teachers, including intra-district transfers, to Grade-II and Grade-III teachers.
The General Administration Department also advised the removal of the restrictive clause.
The issue later reached the Central Administrative Tribunal.
In June 2025, the CAT directed the administration to consider the matter in light of an earlier judgment in ‘Jyoti Gupta and Others vs School Education Department’, which held that such teachers should be treated at par with General Line Teachers for all service matters, including transfers.
Acting on the tribunal’s directions, the Ladakh administration has now formally sanctioned the omission of the non-transferable clause from the 2019 regularisation orders.
