Srinagar, Feb 10: The Fee Fixation and Regulation Committee (FFRC) has directed private schools across J&K not to charge any transport fee during winter and summer vacations if the transport services are outsourced or hired from third parties.
In a circular issued by the Chairperson, FFRC, the committee said it had received complaints that several private schools were charging transport fees during vacations despite not owning transport facilities.
The committee noted that some schools, which have outsourced transport services under contractual arrangements, were collecting 50 per cent of the transport fee from students, in violation of existing orders.
The FFRC clarified that as per its order dated June 30, 2025, schools that do not own their transport facilities and instead hire or outsource them are strictly barred from collecting any transport fee during vacations.
“It is hereby directed that private schools shall charge 50 per cent transport fee only where the transport facilities are owned and operated by the school itself,” the circular stated.
It further said that in cases where transport facilities are outsourced or hired from third parties, no transport fee shall be charged during winter or summer vacations.
Any fee already collected under this head must be refunded to parents immediately, it directed.
The committee warned that failure to comply with the directive would invite strict action under law, including imposition of a penalty amounting to one per cent of the total revenue of the school and possible de-affiliation.
The FFRC has instructed all private schools to strictly comply with the order.
