Govt initiates process for new industrial estates in Pahalgam, Beerwah

Srinagar. Feb 11: The Jammu and Kashmir Government today said the proposed industrial estates in Pahalgam area of South Kashmir’s Anantnag district and Beerwah area of central Kashmir’s Budgam district are at an initial stage of development, with land transferred to the Industries and Commerce Department and preparatory work underway.
Replying to a question of MLA Altaf Ahmad Wani, the Government said two land patches-Hassan Noor-I and Hassan Noor-II at Hassan Noor Chandrigam in Pahalgam-have been transferred from the Revenue Department for establishment of industrial estates.
It said 192 kanals of land for Hassan Noor-I was transferred under Government Order No. 79-JK (Rev) dated July 24, 2020, while 119 kanals and 15 marlas for Hassan Noor-II was transferred vide an order dated June 25, 2024. The land for Hassan Noor-I was uploaded on the J&K Single Window Portal on May 4, 2021, and for Hassan Noor-II on August 10, 2024.
The Government informed the House that a total of 85 applications have been received through the Single Window Portal for allotment of land in the two estates. Of these, 79 applications pertain to Hassan Noor-I, received between May 5, 2021 and January 11, 2024, while six applications for Hassan Noor-II were received between August 17, 2024 and January 16, 2026.
It said the land parcels are presently at a preliminary stage of development. Activities such as site appraisal, planning of basic infrastructure and inter-departmental consultations for providing essential services have been initiated. Development will be undertaken in a phased manner, subject to availability of funds.
The Government added that fencing work around the industrial estate sites was completed during 2024-25. An amount of Rs 1 crore has been placed at the disposal of the Roads and Buildings (Public Works) Department, and a Detailed Project Report (DPR) for development works at Industrial estate Hassan Noor-I has been submitted. As per R&B (PW), the tentative period for completion of development works is two years after completion of procedural formalities.
Replying to separate Questions by MLA Dr Shafi Ahmad Wani, the Government said steps have been taken to establish industrial estates in Beerwah constituency by identifying two land patches-Malchamana (114 kanals and 10 marlas) and Banzanigam (150 kanals).
The land has been transferred to the Industries and Commerce Department vide Government Order No. 98-JK (Rev) dated July 29, 2024. The Government said the land in both areas has been uploaded on the Single Window Portal for inviting applications from prospective entrepreneurs.
So far, seven applications have been received for establishing industrial units in Beerwah constituency, which have been appraised by the District Level Allotment Committee in accordance with the Jammu and Kashmir Industrial Land Allotment Policy.
Additionally, the Government said that a proposal submitted by Dr Shafi Ahmad Wani on March 4, 2025, regarding further identification of land in Budgam has been taken up with the revenue authorities, and the process is currently underway.
