Implementation of Rs 18,000 basic pay

JAMMU, Feb 20: The Multi-Tasking Staff (MTS) employees of the Union Territory of Jammu & Kashmir have urged the administration to implement the minimum basic pay of Rs 18,000 under the 7th Central Pay Commission (CPC) and remove existing pay disparities.
In a representation submitted to the Chief Secretary, Atal Dulloo, the employees stated that although the 7th CPC fixed Rs 18,000 as the minimum basic pay from 01.01.2016, MTS employees in J&K continue to draw a basic pay of Rs 14,800 due to sub-levels introduced under Level-1.
The representation was submitted by Association members Santam Singh, Tushar Sharma, Arun Sharma, Sunny Tickoo and Vicky Dhar.
They highlighted that vide S.O. 133 dated 29.03.2022, all Class-IV posts were re-designated as Multi-Tasking Staff (MTS) without any revision in pay, despite an increase in duties and responsibilities. The employees termed the change as merely nominal, as no financial benefit was extended.
The Association members expressed concern over the pay disparity between MTS employees of J&K and those working in other States and Union Territories, stating that they perform identical duties but receive lower pay.
The employees have demanded immediate implementation of the minimum basic pay of Rs 18,000, removal of sub-level anomalies, and ensuring pay parity in line with the principle of “Equal pay for equal work.”
During the meeting, the Chief Secretary patiently heard the concerns of the Association and assured that the matter would be examined. He subsequently forwarded the representation of the Association to the General Administration Department (GAD) for examination and appropriate action.
