Narinder shows concern over absence of Minister

JAMMU, Feb 20: MLA Sumbal Sonawari constituency, Hilal Akbar Lone clashed with People’s Democratic Party (PDP) MLA from Budgam, Syed Aga Muntazir Mehdi during a debate on Grants of Transport, Food, Civil Supplies and Consumer Affairs Department, Sports and Information Technology when the letter referred to a delegation from Sumbal area had approached him and raised an issue about a bank Branch.

As Aga was speaking, NC’s, Hilal Akbar Lone stood up from his seat and countered him for interfering in his constituency. The visibly agitated Lone said that PDP MLA has no right to meddle in the affairs of his constituency and he was unnecessarily poking his nose in the affairs of other constituency which does not fall in his jurisdiction.
Lone said “It is my constituency and he can’t interfere in the affairs of my constituency’’. Countering him, Aga said “People came to me with the demand and as a public representative I am bound to raise their issue also. I can raise the issue of any area of J&K’’, he added.
Mubarak Gul, who was presiding over the proceedings of the House at that time after seeing the mood of two agitated members asked Aga to sit down as his time of speech was over. Gul, while pacifying the two MLAs asked them not to fight. However Aga continued to say that the delegation of people from Sumba Sonawari had come to him with the demand and so he projected it. But he was again vociferously countered by Lone.
Later when Lone stood up to speak on his turn on grants in the afternoon session again said that the Bank issue in his constituency was solved and PDP MLA was unnecessarily poking his nose in the affairs of his constituency.
During the debate on grants, BJP MLA from Jammu South (RS Pura) Narinder Singh expressed his serious concern over non presence of Minister in the House when he was speaking on grants. He said “Mantri is not in the House who will take the cognisance of the issues raised by him’’. However, Gul said that he is noting down his points. Singh was also joined by other members of his party who said that Minister was supposed to be present in the House.
Narinder Singh raised the issues being faced by people on account of ration cards. He said six gas cylinders were sanctioned for AAY families but what about the BPL families in the UT. Earlier the Government had promised 12 free cylinders to them and later only six cylinders were given to AAY families. He demanded free gas cylinders be given to BPL families also.
He said people face problems due to public transport in his constituency. The double décor bus service was earlier running in the area but its service has been stopped now with the result people are suffering. He said Government had announced that 200 e buses will come but till then the public transport arrangements be made. He also alleged that free travel for ladies in his constituency is negligible.
Alleging that 2011 census had shortcomings, he termed this as the main cause that the GoI schemes could not reach to the poor. However, in the coming census this shortcomings will be overcome and PM’s schemes will benefit deserving people, he added.
He demanded that in his area IT be given thrust and sports be promoted in Jammu regional and stressed boosting traditional wrestling of Jammu.
BJP’s Balwant Singh Mankotia protested in the House when chairman allowed Salman Sagar to speak after he (Sagar) raised a point of order. Taking strong exception to it Mankotia said a Member can’t take part in debate by raising point of order and he should not have been allowed to speak. However, Mubarak Gul said that he raised only one point as he had to go to Srinagar immediately to attend a patient in his family.
PDP’s Nizam-ud-Din Bhat was caught by surprise while he was speaking on the debate and Presiding Officer asked him to sit down and declared that the House has been adjourned up to 2-30 pm while member had not yet completed his speech.
Altaf Kaloo of NC demanded promotion of winter sports in Pahalgam which is an idle place for the same and this will attract tourists during the Winter season to this picturesque place. He also demanded football court instead of Anantnag be established at Ayshmuqam in his constituency. He further stressed on rationalisation of ration card system and ration cards or separate families.
Satish Sharma of BJP sought attention towards his constituency which is totally hilly and backward. He said there are educated youth in his constituency but there is no skill centre. He demanded that quota of solar lights for MLAs be increased especially in those areas where electricity is not available. Besides, TSO be posted in his constituency. Stressing on bifurcation of ration cards he alleged that 50 kg ration bag weighs 40 to 44 kgs only where the rest goes be probed. He demanded starting of e -bus from Billawar to Ramkot and back.
Sharma said that if children are to be saved from growing drug addiction the Government should establish play grounds and such play grounds be established in his constituency as well. This way the children falling prey to drug addiction will be diverted towards Khelo India, he added.
NC’s Nazir Gurezi while highlighting the problems of his constituency demanded that subsidised ration be supplied to the people in his constituency where the agriculture land is not available and people are dependent on market for ration. He said the poor people of the area can’t afford to purchase ration on exorbitant rates.
He also demanded micro power projects be constructed in Gurez constituency where there are ample of water resources.
