Kupwara Bus Stand land scam

SRINAGAR, Feb 27: Anti-Corruption Bureau (ACB) Jammu and Kashmir has presented a chargesheet against the then Executive Officer of Municipal Committee (MC) Kupwara, the then Khilafwarzi Inspector and a private beneficiary in connection with illegal building permission and encroachment on land notified for the construction and expansion of Bus Stand Kupwara.
An ACB official said the case was registered after a complaint alleged that illegal building permissions were granted on municipal land which had already been acquired by the Government for the bus stand project and for which compensation had been paid.
He said a Joint Surprise Check was conducted, which revealed that the then Executive Officer, Bashir Ahmad Dar, had sanctioned building permission in favour of Ghulam Mohammad Mir for construction of a double-storey shopping complex at Bus Adda Regipora, Kupwara.
According to him, the investigations revealed that two building permissions were issued without obtaining mandatory No Objection Certificate from the Town Planning Organisation, in violation of the Jammu and Kashmir Control of Building Operations Act, 1988.
He said the probe further found that the land measuring 1 kanal and 16 marlas under Khasra number 661 had already been acquired for public purpose and vested with the Government.
It also came to light that similar permission requests had earlier been rejected due to legal issues, which were recorded in official files, the ACB official said.
He said the illegal construction reportedly caused a loss of Rs 57, 37, 500 to the State exchequer and affected the proposed bus stand project.
He added that the chargesheet has been filed against Bashir Ahmad Dar, Mohammad Abdullah Malik, then Khilafwarzi Inspector, and Ghulam Mohammad Mir under relevant sections of the Prevention of Corruption Act and RPC before the Special Judge, Anti-Corruption Court, Baramulla, with the next hearing in the case scheduled for April 18, 2026.
