JAMMU, Mar 1: Various organizations representing Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), along with intellectuals from these communities, held a joint (conference) Sammelan, here today.
The conference was held under the chairmanship of Munshi Ram Dogra, Director Finance (Retd), expressing strong support for the University Grants Commission (UGC) Promotion of Equity in Higher Education (Institutions) Regulations, 2026.
The participants unanimously endorsed the UGC Equity Regulations 2026 and voiced dissatisfaction over the stay imposed by the Supreme Court of India on its implementation.
Addressing the gathering, Narinder Bhagat, president of All J&K Megh (Bhagat) Biradri, shared personal experiences and stressed the urgent need to curb discrimination and atrocities against SC, ST and OBC communities.
He urged the Central Government to take effective steps to vacate the stay so that the regulations can be implemented without delay.
Kewal Fotra, president of All J&K Sain Samaj, highlighted that the UGC regulatory framework had remained largely advisory since 2012, lacking statutory backing.
The participants warned that if the UGC Act is not implemented, members of SC, ST, and OBC communities in Jammu and Kashmir may resort to protest rallies.
Among others who addressed during the conference included Jagdish Raj Kashyap, Madan Lal Kashyap, Kartar Gandhi, Kuldeep Chalotra, Charanjeet kashyap and Bansilal Chowdhary.
