Outlines hierarchy for reviewing, accepting reports
SRINAGAR, Mar 12: The Government Medical College (GMC) Srinagar today directed all Heads of Departments and Drawing and Disbursing Officers to ensure the timely submission of Annual Performance Reports (APRs) of employees working under their respective departments and associated hospitals.
According to a circular issued by the office of the Administrator, Associated Hospitals, the authorities have been asked to furnish the APRs of all subordinate employees, both gazetted and non-gazetted, strictly in accordance with the guidelines laid down in Government Order No. 1311-GAD of 2001 dated November 9, 2001.
The circular states that the APRs should be submitted only after the completion of the financial year, that is, after March 31.
It further directs that the reports must be forwarded through a special messenger in a confidential cover bearing the proper seal and signature, following the prescribed procedure.
The order also clarifies that only officers working on a substantive basis in their respective offices and hospitals will be authorised to initiate the APRs of employees working under them.
For gazetted officers including Medical Superintendents, Deputy Medical Superintendents and Medical Officers, the APRs will be submitted through the designated online Sparrow portal.
The directives clearly state that no offline formats will be accepted for officers in the gazetted cadre.
It has also been outlined that the hierarchy for initiating, reviewing and accepting the performance reports of various categories of employees.
For instance, the APRs of Medical Superintendents of associated hospitals will be initiated by the Administrator, reviewed by the Secretary Incharge and accepted by the Minister Incharge.
Similarly, the APRs of Deputy Medical Superintendents will be initiated by the Medical Superintendent and reviewed by the Administrator before being accepted by the Secretary Incharge.
For doctors, matrons and other gazetted staff in attached hospitals, the Medical Superintendent will act as the initiating officer, while the Administrator or Director Health Services will serve as the reviewing authority.
In the case of non-gazetted staff of associated hospitals, the Deputy Medical Superintendent will initiate the report, which will then be reviewed by the Medical Superintendent or Personnel Officer of the associated hospitals and accepted by the Administrator.
For non-gazetted staff working in the administrative wing, the APRs will be initiated by the concerned Desk Officer or Controlling Officer/DDO, reviewed by the Personnel Officer of associated hospitals and accepted by the Administrator.
