JAMMU, Mar 19: Bari Brahmana Industries Association (BBIA) has stated that all the pending issues relating to previously allotted land should be resolved before considering fresh allotments and a clear timeline for handing over the possession should be communicated to entrepreneurs awaiting land allotment.
In a letter to Chairman, High Level Land Allotment Committee, Commissioner/ Secretary Industries and Commerce Department, J&K, the BBIA stated that manufacturing sector allottees of Industrial Estate Meen Charakan should be offered relocation to nearby developed industrial estates, particularly SIDCO Industrial Complex Bari Brahmana, strictly in accordance with their merit ranking and preferences.
The Association stated that the additional estates recently included in the land bank should be formally notified through a transparent public notice process before any allotments are undertaken.
In the letter, BBIA president, Lalit Mahajan wrote that fresh applications for the allotments of land should not be undertaken for undeveloped industrial estates as across the country, land is allotted only after the basic infrastructure is created, enabling entrepreneurs to commence construction immediately.
Mahajan said that it is extremely concerning that entrepreneurs are being required to deposit the full premium of land without any assurance regarding development timelines or possession of the land.
He said that such a practice places an unfair financial burden on businesses and discourages genuine industrial investment.
“If under exceptional circumstances, the government still intends to proceed with allotments in undeveloped estates, then clearly defined and legally binding timeline for development and handing over of land possession must be specified at the time of allotment,” he maintained adding: “Industrial investment required certainly, financial planning and adherence to project timelines. When entrepreneurs who have fulfilled all the formalities are left waiting indefinitely for possession of land, it adversely affects the credibility of the industrial ecosystem and discourages future investment in the Union Territory.”
BBIA urged that the stake holders from the respective districts shall also be part of the High Power Land Allotment Committee for allotment of land in the developed/undeveloped industrial estates to take the review of on spot status of the industrial estates. BBIA has also urged the Chairman, High Level Land Allotment Committee for intervention.
