JAMMU: The Jammu and Kashmir Government on Monday constituted a Technical Appraisal Committee (TAC) to vet the specifications for the project titled “Implementation of Integrated Traffic Management System (ITMS) in JKRTC,” aimed at modernizing traffic and transport management across the Union Territory.
As per an order issued by M. Raju, M Raju, Commissioner Secretary, General Administration Department, the committee will be chaired by the Chief Executive Officer of JaKcGA. Members of the TAC include State Informatics Officer, Director In-Charge, NIELIT J&K, Dr. Maroof Naeem Qadri, Scientist-E and Director In-Charge, Directorate of ITSS, University of Kashmir, Dr. Janib-Ul-Bashir, Assistant Professor, Department of IT, NIT Srinagar, and Dr. Mrinmoy Bhattacharjee, Assistant Professor, Department of Computer Science & Engineering, IIT Jammu.
The Joint Director (Planning), Transport Department, will serve as the Single Point of Contact (SPOC) for the TAC, while the Under Secretary, Information Technology Department, will act as Member Convener. The committee is required to submit its report to the Information Technology Department within 45 days from the date of issuance of the order.
The Member Convener has been tasked with coordinating meetings and ensuring timely appraisal and vetting of the project documents, while the SPOC will provide full departmental support for smooth functioning of the committee.
The terms of reference of the TAC include comprehensive examination and vetting of technical, financial, administrative, legal, and operational aspects of the project. The committee will assess whether the objectives, scope, deliverables, timelines, and outcomes are clearly defined, feasible, and aligned with approved policy frameworks. Additionally, the TAC will scrutinize technical architecture, design parameters, standards, interoperability, scalability, security provisions, and sustainability aspects to ensure adherence to prevailing government norms.
The formation of the TAC is a key step in ensuring the robust and transparent implementation of the ITMS project in JKRTC, which aims to enhance traffic management and operational efficiency in Jammu and Kashmir.
