NHM directs disciplinary action

SRINAGAR, Mar 31: The National Health Mission (NHM), J&K, today directed strict adherence to staff deployment guidelines and warned of disciplinary action against officials responsible for unauthorized attachments of NHM staff across health institutions.
The directive was issued by the Mission Director after it was found that field-level officials were continuing to deploy or attach contractual NHM staff at various facilities without authorization, despite clear government instructions.
The circular refers to the Human Resources for Health (HRH) guidelines issued by the Ministry of Health and Family Welfare, which do not permit routine transfers or attachments of NHM staff.
It also cites an August 2025 order that had cancelled all such attachments and directed immediate reversion of staff to their original postings.
However, the NHM said the practice persists in some areas, violating established rules and affecting proper workforce management in the health sector.
To enforce compliance, the Mission has warned that Chief Medical Officers, Block Medical Officers, Zonal Medical Officers and other controlling officers will be held personally responsible if they authorize such deployments or fail to reverse them.
Any deviation from prescribed norms will be treated as unauthorized and invalid, and concerned officers will face disciplinary action under rules, the directives states.
