JAMMU: A delegation of Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) under leadership of its General Secretary, Sachin Tickoo along with Ashok Kumar Dubey (Vice-President), M P Singh (Provincial Secretary), Rajeshwar Jamwal (Provincial Publicity Secretary), Yash Paul (Organizing Secretary), Purshotam Sharma and Vipul Sharma (Treasurers) called on Managing Director, JPDCL Jammu on Tuesday and discussed various important issues related to work scenario of field-staff. The delegation informed MD that despite lapse of lean period from October to March for Jammu Province, none of the points raised by association for smooth working of JPDCL have been addressed till date.
Highlighting staff strength and incumbency at various levels, the delegation members said that time and again, shortage of manpower at ground level, it has been brought to fore for remedial action, but nothing has been done on ground level.
It is pertinent to mention that committee constituted for unbundling of department vide Govt order no -164 of PDD of 2019, dated-20.09.2019 had been mandated to suggest the various structural reforms in the unbundled corporations. Government had invited full-fledged E-NIT for engaging a consultant twice for reorganization/ unbundling of the department into corporations with an aim to manage the services provided by department in a professional manner besides suggesting staffing requirements.
It is unfortunate that Board of Directors of JPDCL has till date not dwelled upon the report of the aforesaid committee and failed to recommend the staffing requirements as had been mandated by the Govt. The Divisional and Sub-divisional officers are helpless amidst the constraints of staff and have been pressing before the management on this vital issue. In this context, the delegation also deliberated the relevant clause/ contents of the aforementioned Govt order, which unbundled the department and created corporations.
JKEEGA urged the Managing Director JPDCL to convene a meeting of the Board of Directors on the issue besides taking up the same with Government for implementation.
