NC MLA urges for regularization of daily wagers

JAMMU, Oct 26: Among seven Private Members’ Resolutions admitted by the Legislative Assembly Secretariat which will be taken up for discussion on October 29 in the House, two pertained to relief, rehabilitation and allotment of 10 marlas land for the families hit by flash floods in Jammu and Kashmir; and regularization of the services of daily wagers working in different Government departments.

The MLAs had submitted a total of 55 Resolutions but after balloting, seven of them were selected by the Legislative Assembly Secretariat for discussion during ongoing autumn session of the Legislature in Srinagar on Wednesday.
The highest number of three Resolutions have been selected from the BJP MLAs, two from National Conference and one each of Congress and an Independent legislator, sources told the Excelsior.
BJP legislator from Udhampur West Pawan Kumar Gupta’s Resolution has sought relief and rehabilitation for the victims of recent floods and landslides which rocked different parts of the Jammu region in August this year triggered by heavy rains.
“This House urges the Government to take immediate steps for relief and rehabilitation of all victims of recent floods and landslides, seek special assistance from the Union Government under National Disaster Relief Fund (NDRF) and ensure adequate compensation and restoration of livelihoods to the affected families,” read the Resolution moved by Gupta which figured at S No. 3 among a total of seven resolutions.
BJP’s Chenani MLA Balwant Singh Mankotia’s resolution on similar lines also figured in the list of seven Resolutions though it has been listed at S No. 7.
“This House resolves that 10 Marlas of land be allotted at the earliest for the construction of residential houses and cattle sheds in favour of the families who lost their land due to landslides during recent flash floods which occurred particularly after 26th August, 2025 in the Union Territory of Jammu and Kashmir,” the Resolution read.
The Resolution on regularization of daily wagers, which has been selected for discussion in the House, has been moved by NC’s Poonch MLA Ajaz Jan. It figured at S No. 6.
In the Resolution, Jan has sought regularization of daily wagers working in different departments. He sought formulating clear eligibility criteria for regularization of daily wagers by giving due weightage to their service duration and performance.
NC MLA Dr Syed Bashir Ahmed Shah (Veeri) has moved a Resolution on creation of employment opportunities for the youth in public and private sector. The Resolution figured at S No. 2.
“In view of lack of opportunities for employment in private sector, generation of employment avenues in public and private sector, like other States of Union of India, be explored and agro-based business opportunities be sponsored by the Government,” said Dr Veeri’s Resolution.
On the top i.e. at S No. 1 is the resolution of Congress MLA Nizam-ud-Din Bhat which demanded setting up of the National Law University at Srinagar.
“This House unanimously resolves to impress upon the Government to impress upon the Government to initiate process of establishing the Jammu and Kashmir National Law University at Srinagar, without any further delay, as the funds earmarked for the first phase have already been provided, ” Bhat’s Resolution stated.
BJP MLA from Bishnah Rajeev Kumar Bhagat’s third legislator from the party whose Resolution has found place in total of seven Resolutions. Listed at S No. 4, the Resolution pertained to revitalizing of the irrigation infrastructure across Jammu and Kashmir.
It said the Government should take immediate steps to revitalize the irrigation infrastructure across the Union Territory of Jammu and Kashmir by cleaning and restoring the existing canal network, ensuring reliable irrigation water to all agriculture fields particularly at the tail ends and providing necessary facilities to farmers for sustained agricultural productivity and economic growth.
Independent MLA from Thannamandi (Rajouri district) has moved a resolution on Jammu and Kashmir Panchayati Raj Rules. It figured at S No. 5.
“This House resolved to implement Rule 49 of Jammu and Kashmir Panchayati Raj Rules, 1996 and Government of Jammu and Kashmir Order No. 267-RD&PR of 2019 dated 4.10.2019 in letter and spirit to ensure the rule of law. It further resolves that henceforth no contractor shall be allotted the execution of works related to the Rural Development and Panchayati Raj up to three lacs and shall be executed through Halqa Panchayat in accordance with Jammu and Kashmir Panchayati Raj Act, 1989 and Rules framed under the Act,” read the Resolution.
The Legislative Assembly session began on October 23 when only obituary reference was taken out. The House observed Offs from October 24-26 and will resume sittings on Monday. The Resolutions will be taken up on Wednesday while Friday is last day of the session.
PDP has three MLAs but none of their Resolutions found place in draw for discussion in the House.
