JAMMU, Nov 30: In a major reshuffle, the Finance Department of the Jammu and Kashmir Government has ordered the transfers and postings of 90 officers across different departments, corporations, and institutions.

As per an order, Rajesh Talwar, Director Finance, Law, Justice & Parliamentary Affairs, has been transferred and posted as Principal, Northern Zonal Accountancy Training Institute, Jammu, replacing Bharti Sambhyal, and Imtiyaz Ahmad Wani, Director Finance, Transport Department (also holding charge of Labour & Employment), has been posted as Director Resources, Finance Department. He shall assume charge after Showkat Hussain Mir’s retirement on December 31, 2025.
The order further said that Abdul Majid Bhat, Director Finance, Higher Education Department, has been transferred and posted as Director Finance, General Administration Department vice Ashok Kumar, and Satnam Singh, Director Finance, Tourism & Culture, has been transferred and posted as Director Finance, Disaster Management, Relief & Rehabilitation Department vice Kulbhushan Kumar. He will also hold additional charge of Director Finance, Transport Department.
Further, Ashok Kumar, Director Finance, GAD (also holding charge of Election Department), has been shifted as Director Finance, Food, Civil Supplies & Consumer Affairs vice Ramesh Singh with directions to retain additional charge of Director Finance, Election Department, while Latif Ahmad Poswal, Director Finance, Jal Shakti Department, has been transferred and posted as Director Finance, Home Department vice Manav Gupta.
Similarly, Manzoor Ahmad Wani, Director Finance, SKUAST-Kashmir, has been transferred and posted as Director Finance, SKIMS Soura vice Intikhab Ahmad Sheikh, and Madan Lal, Director Finance, SKUAST-Jammu, has been transferred and posted as Director Finance, Science & Technology Department vice Rashim Deepika. He is also asked to hold charge of Director Finance, Cooperative Department.
Additionally, it has been ordered that Ramesh Singh, Director Finance, FCS&CA, has been transferred and posted as Director Finance, Shri Mata Vaishno Devi University (SMVDU), Katra vice Neeraj Gupta, and Bharti Sambhyal, Principal NZATI Jammu, has been transferred and posted as Director Finance, SKUAST-Jammu vice Madan Lal.
While Sukhwant Kour Sasan, Director Finance, Cooperative Department, has been transferred and posted as Director Finance, Higher Education Department vice Abdul Majid Bhat, Haroon Ahmad Bhat, Director Finance, High Court of J&K and Ladakh, has been transferred and posted as Director Finance, SKUAST-Kashmir vice Manzoor Ahmad Wani.
Neeraj Gupta, Director Finance, SMVDU, has been transferred and posted as Director Finance, JPDCL, relieving Abdul Majid Bhat of additional charge, and Kulbhushan Kumar, Director Finance, Relief & Rehabilitation (also holding charge of School Education), has been transferred and posted as Director Finance, School Education on a full-time basis, the order said.
It added that Intikhab Ahmad Sheikh, Director Finance, SKIMS Soura, has been transferred and posted as Director Finance, Law, Justice & Parliamentary Affairs vice Rajesh Talwar, and Syed Shabir Ahmad, Director Finance, Funds Organization Kashmir, has been transferred and posted as Director Finance, KPDCL.
While Anil Kumar Dogra, Director Finance, Revenue Department, has been transferred and given additional charge of Director Finance, Labour & Employment Department, Harjeet Kour, FA/CAO Education Migrant Cell Jammu, has been transferred and posted as Chief Pay & Accounts Officer, JKPDCL Jammu, replacing Kajal Jasrotia. She will retain additional charge of CAO, Education Migrant Cell Jammu.
The order further said that Manav Gupta, FA/CAO Home Department, has been transferred and posted as FA/CAO, Jal Shakti Department vice Latif Ahmad Poswal, and Amit Mahajan, Deputy Director Audit & Inspections Jammu, has been transferred and posted as FA/CAO, J&K Medical Supplies Corporation Ltd. vice Mohammad Arshad Chowdhary.
Additionally, it has been ordered that Prem Lata Patial, Deputy Director LF Audit & Pensions Jammu, has been transferred and posted as Joint Director, Audit & Inspections Jammu vice Amit Mahajan, and Rashim Deepika, FA/CAO Science & Technology, has been transferred and posted as FA/CAO Tourism & Culture Department vice Satnam Singh.
Similarly, Amit Kumar, FA/CAO J&K Prisons Headquarters, has been transferred and posted as FA/CAO, Jammu Municipal Corporation vice Sandeep Singh, and Darshan Lal, FA/CAO IMPARD (with additional charge of J&K Minerals Ltd.), has been transferred and posted as FA/CAO, J&K Minerals Ltd. full-time.
The order said Kajal Jasrotia, Chief Pay & AO JKPDC Jammu, has been transferred and posted as Joint Director (Central), Local Fund Audit & Pensions Jammu vice Shabana Azmin, and Ashu Behl, FA/CAO Social Welfare Jammu, has been transferred and posted as FA/CAO, JPDCL Jammu.
It further said that Irfan-ul-Haq, Deputy Director Audit & Inspections Kashmir, has been transferred and posted as Joint Director, Divisional Fund Office Kashmir vice Syed Shabir Ahmad, and Pawan Kumar, Chief Pay & AO Chief Engineer JPDCL Jammu, has been transferred and posted as FA/CAO, SMVD Shrine Board Katra vice Mahesh Sharma. He will retain the additional charge of CAO, Medical College Kakryal.
Deepshikha Sharma, FA/CAO Health Services Jammu, has been transferred and posted as Chief Pay & AO, JKPDC vice Neha Thappa, and Ashok Kumar, FA/CAO Chief Engineer JKTPTCL, has been transferred and posted as FA/CAO, District Fund Office Jammu vice Reena.
Mohammad Arshad Chowdhary, FA/CAO JKMSCL, has been transferred and posted as FA/CAO School Education Jammu vice Monika Bhandari, and Choudhary Imran Mehmood, FA/CAO JKTPO (also holding charge of J&K Handicrafts S&E), has been transferred and posted as FA/CAO Bureau of Public Enterprises, retaining Handicrafts charge, the order said.
It further said that while Rifat Ara, FA/CAO Provident Fund Commissioner J&K, has been transferred and posted as Joint Director, J&K Funds Organization vice Ishfaq Ahmad Pandith, with directions to retain PF Commissioner charge, Mahesh Sharma, FA/CAO SMVD Shrine Board Katra, has been transferred and posted as FA/CAO, Shri Amarnath Ji Shrine Board vice Vikas Attri.
Similarly, Maheen Yaseen, Senior Instructor ATI Kashmir, has been transferred and posted as Joint Director, Local Fund Audit & Pensions Kashmir vice Aasiya Drabu, and Jozy Ara, FA/CAO Social Welfare Kashmir, has been transferred and posted as Treasury Officer, Additional Treasury Lal Mandi vice Sajad Ahmad Kumar.
Further, Aasiya Drabu, Deputy Director LF Audit & Pensions Kashmir, has been transferred and posted as FA/CAO, Srinagar Development Authority, replacing Arshid Ahmad Lone, and Ela Choudhary, Senior Instructor NZATI Jammu (also holding charge of Jammu Smart City Ltd.), has been transferred and posted as FA/CAO, Jammu Smart City Ltd.
Additionally, Shafat Ahmad, FA/CAO (attached) Directorate of Accounts & Treasuries Kashmir, has been transferred and posted as FA/CAO, Jehlum Tawi Flood Recovery Project, and Nadish Khursheed, FA/CAO DFO Srinagar, has been transferred and posted as FA/CAO, Chief Engineer Irrigation & Flood Control Kashmir vice Belal Ahmad Bilal.
It was further ordered that Belal Ahmad Bilal, Financial Advisor/CAO Chief Engineer Irrigation and Flood Control, Kashmir, has been transferred and posted as Treasury Officer, Additional Treasury Tankipora, Srinagar vice Ershad-ul-Haq, and Ishfaq Ahmad Pandith, Joint Director Funds Organization, has been transferred and posted as Joint Director (Central), DGAT vice Talit Mehmood Khan.
The order added that Nimisha, FA/CAO PF Commissioner Office Jammu (also holding SEIS charge), has been transferred and posted as FA/CAO JKESIS full-time, with directions to continue the PF Commissioner charge, Sabreena Kadir, FA/CAO DFO Ganderbal, has been transferred and posted as FA/CAO LCMA Srinagar vice Peerzada Ahtisham-ul-Haq.
Tasawaf Amin, FA/CAO GMC Handwara, has been transferred and posted as FA/CAO J&K Tourism Development Corporation vice Farhad Sidiquee, and Syed Mubashira Hussain, FA/CAO School Education Kashmir, has been transferred and posted as FA/CAO J&K Prisons Headquarters vice Amit Kumar, the order said.
Itt said Nidhi Gupta, District Treasury Officer Samba, has been transferred and posted as Chief Pay & AO, Chief Engineer JKPCL Jammu vice Rajni Gupta, and Jivtesh Singh, District Treasury Officer Kathua, assigned additional charge of CAO, District Fund Office Kathua.
While Rajni Gupta, FA/CAO Chief Engineer JKPCL Jammu, has been transferred and posted as FA/CAO Health Services Jammu vice Deepshikha Sharma, and Arzoo Khan, FA/CAO Bureau of Public Enterprises, has been transferred and posted as FA/CAO J&K Khadi & Village Industries Board vice Shabina Kousar, the order said.
