Registrar refers issue to CB, result withheld

JAMMU, Dec 1: The Registrar Recruitment, High Court of Jammu & Kashmir and Ladakh has filed a complaint before Inspector General of Police (IGP) Crime Branch for in-depth investigations into irregularities detected by the Registrar in conduct of Senior and Junior Scale Stenographers and Steno-Typist exams held from September 22-27, 2025.
Result of the shorthand/typing examination, which was held at BN College for Education at Bathindi on outskirts of Jammu, has been withheld but cancellation of the paper will depend on further outcome of the investigations.

“After the paper was conducted, some complaints were received by the Office of the Registrar Recruitment, High Court of J&K and Ladakh, regarding malpractices adopted by few candidates in connivance with the concerned centre In-charge/Invigilators,” the sources told the Excelsior.
On getting complaints, Registrar Recruitment, High Court of J&K and Ladakh, Satinder Singh himself conducted an investigation into the matter initially and found that the malpractices have been adopted by 11 candidates in connivance with the centre In-charges/ Invigilators of the centre where the test/exam was taken.
The matter, with the approval of Chief Justice of the High Court of J&K and Ladakh Justice Arun Palli, was placed by the Registrar Recruitment before the Committee for Appointment and Promotion of Officials/ Officers of the High Court staff. The Committee considering seriousness and magnitude of malpractices, recommended for lodging a formal complaint with the police, the sources said.
“Following approval of recommendations of the Committee by the Chief Justice, a complaint has been lodged by the Registrar Recruitment of the High Court of J&K and Ladakh, before the Inspector General of Police Crime Branch, for a, proper investigation into the matter,” they said.
In the complaint, the Registrar Recruitment has sought constitution of a team of officers of the Crime Branch for proper investigations into the matter and submission of day-to-day update to the Chief Justice of the High Court of J&K and Ladakh.
After observing malpractices in the exams, the Registrar Recruitment directed the concerned agency namely Scope Testing Agency Pvt Ltd, Janak Puri, New Delhi to provide CCTV footage of the examinations during which suspicious activities of the candidate(s) in-league with the Centre In-charges/ Invigilators were detected, the sources said.
Following this, the Recruitment Cell of the High Court started further investigations on its own and detected that nine more candidates were involved in similar practices during the examinations with the assistance of Centre In-charges/Invigilators.
The Recruitment Cell has identified the candidates. The Cell has also identified four Centre In-charges/Invigilators involved in the irregularities.
Meanwhile, the Registrar Recruitment has asked the recruitment agency to withhold results of the examinations.
A decision on cancellation of the entire exams will depend on further investigations by the Crime Branch, the sources said.
