Once again stubble burning in the neighbouring states is turning Delhi into a gas chamber. A combination of factors — mostly to do with economics — has ensured that farmers in Punjab persist with the practice, in the face of their own misery. Lack of viable alternatives to paddy, absence of machines to manage stubble and little hand holding by the government has settled the issue.
