SRINAGAR, Dec 13: A court in Srinagar issued a proclamation notice against an absconder doctor from Qazigund area of Anantnag district in connection with the Delhi blast case.
According to court order, the accused, Dr Muzaffar Ahmad Rather, has been directed to appear before the court on January 28, 2026 at 10:00 am sharp to answer the complaint.
The order stated that despite warrants, Dr Rather could not be traced, forcing the court to proceed under the relevant provisions of the BNSS. The order added that the court is satisfied that Dr Rather has absconded.
The proclamation has been affixed at the residence of the accused in Qazigund’s Wanpora village. Investigating agencies believed that Dr Muzaffar is the key accused in the Delhi blast case and was a close associate of the suicide bomber – Dr Umar Nabi.
Earlier, the State Investigation Agency (SIA) and Jammu and Kashmir Police last month carried out an arrest warrant against Dr Rather in connection with the Delhi blast case.
Dr Muzaffar, originally from Qazigund, is a key accused in the case and is believed to have fled India in August. The security agencies believed that he may currently be in Afghanistan.
They further believed his crucial role as a link between Jaish-e-Mohammed handlers and the “white-collar” terror module operating across States. Police had earlier sought an Interpol Red Corner Notice to secure his extradition.
His brother, Dr Adeel Rather, is already under arrest and is considered another major conspirator in the inter-state Jaish module. He is also allegedly linked to the Red Fort car blast case.
The action against Dr Muzaffar comes amid a wider crackdown on the module that came to light after the recovery of 2,900 kg of explosives and the powerful car blast near the Red Fort on November 10, which killed 13 people.
