Govt extends deadline for filing APRs

JAMMU, Feb 5: The Jammu and Kashmir Government has extended the deadline for filing Annual Property Returns (APR) for the year 2025 by 15 days after observing that a large number of employees failed to submit their details within the prescribed time.

Through a notification, the Government said that vide a circular issued on December 17, 2025, all the Government employees of the UT were given one month’s (January 1-January 31, 2026) time to file the property returns on the PRS portal, accessible on https://prs.jk.gov.in but a considerable number of employees failed to submit their returns within the prescribed timeline, resulting in a default in this mandatory process.
It said some of the employees registered on the portal, but didn’t submit the property returns, thus also causing a default in submission of their details.
The failure or non-submission of property returns by the Government employees attract a punitive action under the provisions of the Jammu and Kashmir Public Men and Public Servants Declaration of Assets Act and Rules made thereunder.
Additionally, defaulting employees shall be deemed to have committed criminal misconduct under the Prevention of Corruption Act and will be subject to penalties as stipulated in the Act. Further, the non-submission of the property returns leads to the denial of vigilance clearance for the defaulting employees.
The Government said that after considering the matter in the General Administration Department, it was decided that the employees, who have failed to submit their property returns be given a last and final opportunity.
Accordingly, the Government granted the timeline for submission of property returns by 15 days with effect from February 5, 2026.
The Government has also told the employees that in case they encounter issues related to OTP, they shall update their current mobile numbers and email IDs on the CPIS portal.
For any other issues or the technical support, employees may forward their concerns on support-prs@jk.gov.in for speedy redressal. Further, the Controlling Officers/Drawing and Disbursing Officers have been directed to ensure strict compliance with regard to filing of the property returns by all the employees of their establishments.
