SRINAGAR, Feb 14: The Government has set a two-year target to strengthen and fully equip dialysis facilities across all Sub-District Hospitals (SDHs) and Community Health Centres (CHCs) in Jammu and Kashmir.
“The Government is sensitive to the need to strengthen dialysis facilities in all SDHs/CHCs and has accordingly targeted their saturation over the next two years,” the Health and Medical Education (H&ME) Department said.
Responding to a question by MLA Rafiq Ahmad Naik regarding SDH Tral, the H&ME Department said the process to enhance dialysis services has already been initiated.
The National Health Mission (NHM) budget is being supplemented with J&K’s own resources to expedite implementation, it said.
The legislator had sought details of the funds earmarked, allocated and utilised for establishing the Dialysis Unit at SDH Tral, as well as the reasons for the delay in making it operational.
He also asked whether other dialysis centres sanctioned under the same order had been made functional while the Tral unit remained non-operational, and by when it would be fully commissioned.
In its reply, the Government stated that the Dialysis Unit at SDH Tral has been prioritised in the first phase of implementation and is in the final stage of completion.
The unit is expected to become operational within the next couple of months, the department informed.
It said the total infrastructure cost for the unit has been estimated at Rs 37.80 lakh, including Rs 15.80 lakh for machinery, Rs 12.63 lakh for the RO plant, and Rs 9.22 lakh for a servo stabiliser, UPS systems and air conditioners, in addition to the required civil works at the site.
Addressing concerns over the delay, the department said the unit is technically ready for operationalisation.
However, installation of an online UPS system and certain allied equipment is still pending with the executing agency, JKM&HED. The matter is being expedited to ensure early commencement of services, the department said.
The Government also informed the House that the required manpower has already been trained, ensuring that the unit can begin functioning immediately once the remaining equipment is installed.
In response to another part of the question regarding the proposed Phacoemulsification Unit at SDH Tral, the Government said the machine was planned for procurement under the Centrally Sponsored Scheme – National Programme for Control of Blindness (NPCB) during the financial year 2024-25.
A formal requisition was submitted to the J&K Medical Supplies Corporation Limited (JKMSCL), it said.
However, the department noted that procurement could not materialise due to the absence of a standing rate contract with JKMSCL.
Subsequent attempts to procure the machine through the Government e-Marketplace (GeM) portal also failed because of inadequate or non-responsive participation, department said, adding that it will explore procuring the Phacoemulsification machine during the financial year 2026-27, subject to availability of funds.
