NMOPS delegation calls on Chief Secy, submits memo

JAMMU, Feb 16: A delegation of the National Movement for Old Pension Scheme (NMOPS-J&K), under the leadership of JKUT president NMOPS/JKTF, Ashraf Sheikh today met the Chief Secretary, Atal Dulloo at the Civil Secretariat, Jammu and submitted a memorandum.
During the meeting, the delegation submitted a detailed memorandum seeking the immediate restoration of the Old Pension Scheme (OPS) in favour of Government employees appointed after January 01, 2010 who are presently covered under the National Pension System (NPS). Leaders apprised the Chief Secretary of the growing concerns and apprehensions among employees regarding the uncertainty and market-linked nature of NPS, which lacks the guaranteed social security benefits available under OPS.
While presenting their case, the leaders emphasized that the Old Pension Scheme ensures defined and assured pension benefits, thereby providing financial security and dignity to employees after retirement. Ashraf highlighted that Government employees dedicate their entire careers to public service under challenging circumstances and deserve a stable and predictable post-retirement life.
They stated that the demand for restoration of OPS is not merely a financial issue but a matter of social justice, security, and morale of the workforce. They also requested the Chief Secretary to implement the orders of the Central Administrative Tribunal in letter and spirit, irrespective of employees appointed under notifications issued prior to 2009 who have now been declared eligible for the Old Pension Scheme. They further demanded extension of similar benefits to all such employees who, following the CAT decision, have become eligible for coverage under OPS.
The delegation also submitted a separate memorandum seeking extension and implementation of additional pensionary and death/disability benefits to NPS-governed employees of the UT of Jammu & Kashmir on the pattern of Government of India Office Memorandum dated 05-05-2009 and the provisions contained in CCS (Implementation of National Pension System) Rules, 2021, O.M. dated March 30, 2021.
Chief Secretary gave a patient hearing to the issues raised by the delegation and assured that the matter would be examined and taken up with Finace Department
