LEH, Mar 10: The Joint Secretary to the Judicial Inquiry Commission, Rigzin Spalgon, today briefed the media about the progress of the ongoing judicial inquiry into the incident that occurred on September 24, stating that several administrative witnesses have already been examined and dozens of affidavits from the public have been received.
The inquiry is being conducted under the chairmanship of Justice (Retired) BS Chauhan. Retired District and Sessions Judge Mohan Singh Parihar is associated with the Commission, while Advocate Himanshu Sharma is serving as Judicial Secretary and Counsel to the Commission.
Addressing the press, Spalgon said that the Commission had earlier issued a public notice inviting individuals to submit affidavits to assist in the inquiry process. In response, a substantial number of affidavits were received from both members of the general public and officials representing various departments of the administration.
He informed that up to December 2025, the Commission had examined 22 witnesses from the administration. The inquiry proceedings resumed in March 2026 during which 18 additional administrative witnesses have been examined so far. Besides this, 45 affidavits have been submitted by members of the public.
Spalgon said that the Commission is presently scrutinizing the affidavits submitted by administrative authorities. After this stage is completed, the Commission will proceed to record statements and examine witnesses from the public and civilian side as part of the judicial proceedings.
Emphasizing the transparency of the process, he said the inquiry is being conducted in a fair, systematic and transparent manner, and all individuals who have submitted affidavits will be given due consideration as per the procedures laid down by the Commission.
