Contrary to what the Government in Jammu and Kashmir is boasting about the availability of more than adequate funds for the development purpose, the Contractors Co-ordination Committee has alleged that payments of contractors are pending since long despite the fact that the development projects have been completed a long time back. This revelation by the aforesaid committee has exposed the government’s good governance stance badly because completing the development works on ‘credit’ basis by not releasing the payments of the contractors is in no way part and parcel of good governance rather it is the first instance in the region where government is seeking acclamation over the development carried out without paying the dues to those who have accomplished the work in real terms. If the allegations leveled against the government are bogus then the people sitting at helm should come clear by refuting the charges or else dilly-dallying the release of payments is in no way justified and raises a big question mark on the functioning of the government. It is pertinent to mention that the aforesaid Coordination Committee has flayed the Government and Finance Department in particular for a huge delay of about six months in clearing the bills for the works already completed under Languishing Projects Scheme. The matter of fact is that the contractors have alleged that many development works have been completed so far by them and the bills have been passed by the PWD offices and sent to Finance Department for payment after completing all requisite formalities such as Technical Sanction and Administrative Approval but for the last six months, the Finance Department could not arrange funds for projects. The delay in payments for the works completed is in no way fair because the clauses in the rule book are contrary to the aforesaid situation as the concerned department has to release the payment without any hitch. The concern shown by the contractors in this regard is quite justified because on one side the government is issuing warnings to contractors for not doing works satisfactorily and on the other denying payments to them despite satisfactorily completing the development works.
