The Tamil Nadu government on Monday stepped up efforts to reassure guest workers that they were safe in the state with all districts beginning headcounts and setting up helplines manned by Hindi-speaking officials. Trains to the north though continued to be jampacked with workers going home for Holi or under pressure from families panicked by fake videos of attacks by locals.
