Assam chief minister Himanta Biswa Sarma on Sunday asserted that criteria other than population should also be considered for future delimitation exercises, calling for a national debate on the matter. He said the current delimitation law of the country is a reward for law-breakers and a punishment for those who abided by population control norms.
