JAMMU: The government on Thursday re-instated two KAS officers, involved in ‘misappropriation’ of funds, with a strict warning to remain careful in future and not to withdraw any amount from Government Exchequer without authorization of the Competent Authority.
“Yaar Ali Khan (KAS), ACD Baramulla and Nisar Ahmad Malik (KAS), ACD Anantnag were placed under suspension on June 11, 2021 for excess withdrawal of payment under MGNREGA and attached with Director Rural Development Kashmir,” reads and order issued by Bipul Pathak, Principal Secretary, Department of Rural Development and Panchayati Raj.
It added on June 11, 2021, Director Rural Development Kashmir was appointed as Inquiry Officer to enquire into the matter of withdrawal of funds (in excess) under MGNREGA in the districts Baramulla, Anantnag and Shopian and the Inquiry officer was directed to complete his inquiry and submit its report along with his recommendations to the Administrative Department within a period of 15 days from the issuance of this order.
Inquiry Officer, the order stated, vide his communication No DRDK/Enquiry/33668 dated June 24, 2021 has furnished the enquiry report along with explanation sought from the ACD concerned and made the recommendations in his report that ‘there was financial irregularities/indiscipline in excess withdrawal, however, there was no ill/malafide intention to make excess payment, since the payment made was genuine of approved works of MGNREGA and within the ratio of 40 per cent’.
The Inquiry report was processed and examined in the department and recommendations has been accepted by the competent authority, the order stated.
Now therefore, the Nisar Ahmad Malik and Yaar Ali Khan are re-instated with immediate effect with a strict warning to remain careful in future and not to withdraw any amount from Government Exchequer without authorization of the Competent Authority, the order stated and added the period of their suspension shall be treated as on duty.
