44 games listed for direct appointment in Govt jobs

JAMMU: The Government of Union Territory of Jammu and Kashmir on Thursday repealed Jammu and Kashmir (Appointment of Outstanding Sports Persons) Rules, 1998 and framed Jammu and Kashmir (Appointment of Outstanding Sports Persons) Rules, 2022 and recognised 44 sports/games for direct appointment in Government jobs for the outstanding sports persons.
“In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Lieutenant Governor of Union Territory of Jammu and Kashmir is pleased to make the Jammu and Kashmir (Appointment of Outstanding Sports Persons) Rules, 2022 for recruitment of Outstanding Sportspersons against Gazetted {Level-8 (47600-151100)} and Non-Gazetted posts reserved for the purpose,” reads S.O. 12 notification issued by Manoj Kumar Dwivedi Principal Secretary, General Administration Department.
“These rules shall come into force at once,” it added.
5 gazetted & 25 non-gazzetted posts to be filled up each year
“A Sportsperson who is a domicile of Union Territory of Jammu and Kashmir and has represented India in International Games/ Competitions namely Olympic Games/Paralympic/ World Cup (played once in four years)/ Asian Games/ Commonwealth Games/ International Cricket Matches (Main Indian Team)/ World University Games, in any of the sports 44 disciplines mentioned in these rules or a person who has won first, second or third positions in International competitions namely World Championship/ Asian Championship /Comm-onwealth Championship/ SAF Games/ Championship in any of the 44 sports disciplines mentioned in these Rules will be considered for recruitment against Gazetted Category,” the notification stated. It added, “A person who is a domicile of the Union Territory of Jammu and Kashmir and has represented India In International Games/Competitions namely Olympic Games/Para-Olympic/ World Cup (played once In four years)/ Asian Games/Commonwealth Games/International Cricket Matches (Main Indian Team)/ World University Games, in any of the 44 sports disciplines mentioned in these rules or a person who has represented India in International Competitions namely World Championship/Asian Championship/ Commonwealth Championship/ SAF Games/ Championship in any of the sports 44 disciplines mentioned in these Rules or a person who has won first, second or third positions in the individual or team events in National Games or Senior National Championship; or Federation Cup or Senior Inter Zonal competitions; held under Indian Olympic Association/National Sports Federation/ Association officially recognised in any of the 44 sports disciplines mentioned in these rules will be considered for recruitment against Non-Gazetted Category.”
“For the purposes of appointment of Outstanding Sportsperson under these rules, such a sportsperson should have represented at the District, State/UT and National level competitions prior to International Competitions,” reads the notification.
As per the amended rules, now the outstanding sports persons from 44 games/sports shall be eligible for appointment in various J&K Government jobs.
As per the Jammu and Kashmir Appointment of Out-standing Sports Persons Rules, 2022, outstanding sports persons possessing Matric or above may be considered for appointment against a vacancy in the non-gazetted service while those possessing graduation or above may be considered for appointment against a vacancy in the gazetted service.
“An outstanding sportsperson under these rules shall be ineligible for appointment, if he or she has any subsisting contract for pecuniary gains like commercial endorsement or professional sports unless he/she obtains a permission for the same from the Government; and is found guilty of sports related misconduct like doping, sexual harassment and abuse, competitive manipulation like betting, inside information, match fixing, tanking, threatening the integrity and essence of sports,” the order stated and added, “An outstanding sportsperson, if found guilty of any such sports related misconduct/misdemeanour at any time subsequent to appointment, his/her service shall be terminated.”
“An outstanding sportsperson appointed under Gazetted Category shall get maximum of one out of turn promotion and outstanding sportsperson appointed under Non-Gazetted Category shall get maximum of two out of turn promotions in his/her entire service career subject to the conditions that a sportsperson winning Gold, Silver or Bronze or more than one medal in Olympic Games, Commonwealth Games and Asian Games in a particular year will be eligible only for one out of turn promotion in that year and in a case of team event, a sportsperson will qualify for out of turn promotion only if he has played at least 50% of the matches in the same event. Reserve players, if any, shall not be entitled for any out of turn promotion,” the order further stated and added “Out of turn promotion to outstanding sportsperson is to be allowed by up-gradation of the post personal to the sportsperson, no separate post will be created for grant of out of turn promotion to a sportsperson. Such a post will continue to be upgraded in higher grade till it is vacated by the sportsperson either by his/her subsequent promotion, resignation or on retirement. The proposal for out of turn promotion of an outstanding sportsperson shall be placed before a regular Departmental Promotion Committee for its consideration under relevant rules.”
“A government employee possessing a certificate of being outstanding sportsperson defined in the rules shall be considered for grant of two advance increments provided that no such advance increment shall be granted under these rules if the employee was appointed under these rules or under the rules repealed hereunder and provided further that total number of increments so awarded to the employees shall not exceed five In his/her service career,” reads the order.
“The maximum number of appointments of outstanding sportspersons against direct recruitment quota in all the services during a calendar year shall not exceed five in Gazetted cadre and twenty five in Non-Gazetted cadre in any case,” it stated and added, “The General Administration Department shall, on the recommendations of the Committee, prepare a list of the Outstanding Sportspersons for appointment under these rules preferably in Departments related to Sports and may at any time utilize the services of such appointees for promoting sports.”
“The sports merit shall be determined in the manner that there shall be 100 points for determination of merit of sports achievements at National and International Levels earned within the cycle of 5 years consideration zone, calculated as 60 points shall be given for the sports achievements earned by the candidate at the International Level competitions and 40 points shall be given to the sports achievements earned by the candidate at National Level competitions provided that where a candidate has obtained medals at International as well as National Level or participation at International Competitions, he/she shall be given weightage at both the levels,” the order stated.
“The Jammu and Kashmir (Appointment of Outstanding Sports Persons) Rules, 1998, shall stand repealed. Notwithstanding such repeal, any appointment made under the Provisions of the rules so repealed shall be deemed to have been made under the corresponding Provisions of these rules. Any outstanding sportsperson who could not be considered for appointment during the period 2014-21, shall be considered for appointment in the year 2022 only if he/she fulfils the eligibility criteria laid down under these rules,” the order stated.
List of 44 Games/Sports recognized by the Government under Jammu and Kashmir Appointment of Outstanding Sports Persons Rules, 2022 include Volleyball, Athletics, Badminton, Basketball, Cricket, Football, Hockey, Swimming, Table Tennis, Tennis, Weightlifting, Wrestling (International Style), Boxing, Cycling, Gymnastics, Judo, Shooting, Archery, Equestrian Sports, Handball, Rowing, Roller/Ice Skating, Skiing, Squash, Billiards & Snooker, Chess, Golf, Kabaddi, Karate, Kayaking & Canoeing, Polo, Power-lifting (composite events only), Taekwondo, Yatching, Kho-Kho, Softball, Wushu, Fencing, Sports for Physically Challenged, Baseball, Netball, Pencak Silat, Triathlon and Ice-Hockey.
